PLANNING FOR BIG VOTER TURNOUT IN NOVEMBER

         *Additional election judges have been appointed to assist with voter turnout on November 4th:  Ron Allen, Steve Jackson, Janice Greening, Don Uram, Gary Greening, Doris Mielke.  Also trainees:  H. Koban, A. Bauer, A. Loughran, T. Mosley, and R. Menden.

         *The Victoria Fire Department received approval to apply for a Minnesota DNR 2009 Rural Fire Department Matching Grant to upgrade nozzles on Engine #11 and provide uniform nozzles throughout the truck. 

         *There are 37 more memberships to the Victoria Field House today than the previous year.  In August 2008 there were 299 active memberships.  In July 2007 there were 262.

         *The City of Victoria once again received permission from Three Rivers Park District for winter activities on the regional trail (the LRT corridor) that includes walking, snowshoeing, and cross country skiing.  The  Hennepin County Regional Railroad Authority, which owns the LRT, bans snowmobiling on these trails.

         *Three people have been hired as part time seasonal helpers at the Victoria Field House:  Angela Rivera, Anne Lustig, and Scott Spehar.

         *City staff will be looking into getting a handicap parking space close to the KidTalk building in downtown Victoria.

         *The Deer Run Homeowners Group donated $150 to the Victoria Fire Department.

         *Residents at the Shores of Stieger Lake donated $335 to the Victoria Fire Department.

         *Don Uram reported that the Park and Rec Committee is “generally in favor of doing something with the fields” at Diethelm Park “to assist the School District and the fields.  Overall I think we’re going in the right direction.  They’ll be doing soil borings soon.”

         *Don Uram asked for a Council Workshop to consider the proposal to lease space on the Creamery property for interim City Hall space.  “I think we need to start the discussion,” he said.  The workshop was set for 5:00 p.m. on Thursday, October 23rd. 

         *Kim Roden reported that 30 to 40 volunteers assisted with planting the rain garden and improving Kirke-Lachen Park.  The City contributed $10,000 to the project.  The Minnehaha Creek Watershed District contributed $7,000 because rain gardens reduce pollution by 30%.  Estimated value of the project is $47,000 but the actual project only cost $17,000 because the majoirity of the materials and labor was donated.

         *Councilmembers gave Don Uram direction to “dial it up” regarding emergency preparedness in the city.  Said Jim Paulsen, “I think we should advance this agenda.  There are 19 lift stations in Victoria.  How long can we be without power?”  Tim Amundsen said, “The enemy always has a vote,” and pointed to Mother Nature, a city’s failure to plan, and inflexibility.  “The most important thing we can do right now is get educated.  We can get help from the National Guard to bring in water when a well goes dry, but basically we learned we’re on our own.”

         *Jim Paulsen said the City of Victoria should consider earmarking a site for Park and Ride.  “We should think about this,” he said.  “We should consider mass transit in our community.  I’m talking buses, not light rail.  We want the best ideas and the best opportunities.”

         *As reviewed last month, Council approved the 2009 prosecution contract with the Carver County Attorney’s Office.  The correct spelling of his name is Carver County Attorney Jim Keeler.

         *The City of Victoria and the Minnetonka Youth Hockey Association have negotiated an agreement whereby the Association pays the city $12,768 for past obligations and in which $8,815 has already been paid.

         *Council adopted a resolution and declared costs to be assessed for the 2007 street and drainage improvement projects for Woodstone at Deer Run and Smithtown Court.   Total costs were $$583,110.  The city’s share:  $322,140.  Assessments ranged from $2,730 to $3,300 depending on work needed. 

         *Council adopted a resolution and declared costs to be assessed for the Smithtown Road street and drainage improvement project.  Total costs were $1,634,510.  The city’s share:  $909,780.  Assessments ranged from $5,250 for the condos at the Harborage to $10,500 for single family homes.

         *Mayor Mary Thun asked that a resolution be drafted thanking Lois Plocher, Mary Hadaway, Mary Erickson, and Linda McNulty for their work in organizing the 2008 Volksfest.

         *Trees are coming down at Diethelm Park as School District 112 prepares to construct the second sheet of ice at the Victoria Field House.

         *Speed continues to be an issue for the neighborhoods at Narcissus Street and Kelzer Pond.
