FIRE CHIEF SUMMARIZES 2012 CAN ALWAYS USE MORE FIREFIGHTERS Victoria Fire Chief Andrew Heger presented the 2012 annual summary report for the Victoria Fire Department on January 28th, 2013. He said the Department responded to 209 calls in 2012, which is more than any year since 2007 when it was 255. "Rescue and medical are the majority of our calls at 54%," said Andrew. Other calls were for false alarms (15%), service (9%), hazardous conditions (9%), good intent (7%), fire (4%), and weather related (2%). "We have 29 firefighters right now," he continued with the summary. "There were two retirements in 2012 and we lost a lot of experience in those guys. Tom Walsh had 38 years. Dean Adams had 22 years. We hired four new members in 2012. There were approximately 600 people at our Open House. The annual fishing contest is a good fundraiser for the Fire Relief Association." Andrew spoke of the new fire truck that was delivered last July which can respond to fires, medicals, and crashes. "It's been a very good truck so far," he said. In response to a question Mayor Tom O'Connor, Andrew replied, "We're allowed up to 35 firefighters. I think 30 is a good number. Daytime response is tricky for us. We now utilize a Waconia firefighter who works in Victoria for daytime calls, and also three Public Works employees are in training for us."
BID AWARDED ON WASSERMAN PROJECT CONSTRUCTION TO START EARLY AS POSSIBLE Council voted 5-0 on January 28th to accept the bids and award a contract for the Lake Wasserman trunk utility improvements to Ryan Contracting Company in the amount of $1,073,888. A total of 13 bids were received. High bid was $1,740,122. The city engineer's estimate was $1,201,403. Said City Engineer Cara Geheren, "The contractor is interested to get started as soon as possible. We do have to get easements. We've been in discussion with property owners since 2004. Everybody is on board. We're looking for a resolution to accept bids and award the bid. Anticipated completion date is July 2013, but he's hoping to complete before then." Asked Councilmember Joe Pavelka, "Is there any issue with bringing a feedlot into Victoria?" Community Development Director Holly Kreft replied that the farm property, which lies to the west of the Wasserman project, does not lie within the city limits of Victoria. She said there are normally two triggers for annexation, 1) when a property owner petitions for annexation, and 2) when it's land that the city controls. "Typically a property owner petitions for annexation if development is imminent," said Holly. It was also pointed out that if a property owner connects to city utilities, they pay for it whether or not they they lie within the city limits. "How is the trunk line paid for?" asked Councilmember Pavelko. Manager Don Uram said that Victoria has $1.5 million in its Sanitary Sewer Fund, collected from previous development. "More development will replenish the fund," he said. "In core fees alone, development will generate more than $6 million." Plans and specs were approved in December 2012. The project will connect city sewer and water lines to the undeveloped Segal property south of Lake Wasserman that is preparing to develop. As reported in the past, the property south of Lake Wasserman was annexed to Victoria in 2011. The city has received a plat for 58 new homes on the first parcel.
VICTORIA POPULATION NEARLY 8,000 WITH 73 NEW HOME PERMITS IN 2012 Council received the 2012 Year End Report from the Planning Commission which showed 73 new residential building permits were issued, including 55 single family homes and 18 townhomes. Best estimate of Victoria population is now 2,577 households or 7,943 people. As of December 31st, 2012, there are currently only 126 vacant lots available within Victoria, most of them located within three subdivisions: Madelyn Creek, Krey Lakes IV, and Krey Lakes V. Nearly a dozen each are also located in The Gallery, Krey Lakes III, and Rhapsody III. Members of the Planning Commission are James Donadio (Chair), Grant Peterson, Michelle Siegert, Jeffrey Loeschen, Todd Triethart, and Councilmember Tom Strigel as an ex-officio member. Commissioners also worked on cases involving conditional use permits, subdivisions, and minor subdivisions.
