20 APPOINTMENTS TO 4 COMMITTEES

         Council appointed nine residents to the 2040 Comprehensive Plan Steering Committee.  Nineteen had applied.  Six residents applied for three open seats on the Finance Committee.  Council interviewed two applicants for the Planning Commission and appointed both of them with a 5-0 vote.  Six residents applied to fill six positions on the Park and Recreation Committee.  All were appointed.

 

BIG GRANT DOLLARS FOR CITY OF VICTORIA

THRU MINNEHAHA CREEK WATERSHED DISTRICT

         Council voted unanimously on March 13th to accept and approve a Memorandum of Agreement with the Minnehaha Creek Watershed District that will help improve water quality treatment for downtown Victoria and, also, the discharge waters of Church Lake before it flows into East Auburn Lake, which is impaired.

 

VICTORIA HAS BEEN “HIJACKED”

REAL LEADERSHIP NEEDED IN THE CITY

         Resident Jim Emmer:  "The events of the past two to three years -- namely, the litigation brought against certain councilmembers regarding the Open Meeting Law -- have truly changed the face of this city.  Our city has been hijacked over this matter.  Our lovely community has become spiteful, litigious, demeaning, and, I think, downright threatening.  The situation seems hopeless unless real leadership is exercised.  I hereby ask our Mayor, Tom Funk, and the 'Victoria Residents' group to put an end to this unpleasant chapter in our city's history.  You have proven your point.  YOU WON.  Yet, you appealed.  You didn't think there was punishment enough.  Mr. Mayor, you and your associates can do all the citizenry a huge favor.  Please drop this litigation and let's get back to what all were elected for -- to serve the city we love.”

 

REFERENCING CONFLICT OF INTEREST

THE DECISION OF COUNCILMEMBER GREGORY

         At the workshop, Councilmember Jim Crowley stated to Councilmember Gregory, "Your property is included in everything related to the 13.5 acres.  There is a conflict of interest here."  Whether in fact there is a conflict of interest or not, Councilmember Gregory stated that he learned, "Ultimately, it's my choice and my decision."

 

VICTORIA PRIORITIZES CDA SR. HOUSING

WILLING TO MAKE FINANCIAL COMMITMENTS

       On behalf of the City Council, Manager Laurie Hokkanen wrote a letter March 13th to the Carver County CDA about their proposal to bring independent senior living  to a parcel on the city-owned 13.5 acres.  Wrote Laurie, "The City of Victoria is ardently interested in providing this housing style for the residents of our community who are in need of a different option for the next phase of their lives.  We are distressed to hear continued instances of seniors who grew up and raised their families in Victoria but are forced to move in their later years."

 

VICTORIA ADVISES CARVER COUNTY

TO BUILD MARSH LAKE RD WITH 2 LANES

         Council learned that the residents are in favor of a normal two lane paved highway, not unlike the section of County Road 18 in Victoria, also known as 82nd Street.  Marsh Lake Road neighbors are not in favor of a two-lane divided highway with a median, and they are not in favor of any plans that would include a future four-lane highway.

THE STATEMENT OF FORMER MAYOR O’CONNOR

         "Most of us testified that we received informal training or had conversations with the former City Attorney wherein he told us that he would ensure the Council was complying with the Open Meeting Law.  We all testified that we expected our Attorney to inform us if we were doing something incorrectly.  Relying on the Attorney for guidance was not shirking our responsibility, but utilizing the expertise that he is paid to provide as specified in our legal RFP's & contract for services.

 

THE VICTORIA RECREATION CENTER SHINES

“IT’S WHERE PEOPLE COME TO LOVE VICTORIA”

         Holly Kaufhold, Victoria Rec Supervisor, presented the 2016 Parks and Recreation Annual Report at the March 27th city council meeting.  "It was a pretty good year," said Holly, identifying several projects and stats.  Stated City Manager Laurie Hokkanen, "The Rec Center is where people come to love Victoria."

 

SPREADING VICTORIA’S 2016 SURPLUS $$

TO STREETS, PARKS, TIF, CITY HALL, P.W.

         As she once again prepares for the city's year end annual audit, Finance Director Kelly Grinnell spoke to council on March 13th.  She presented, asked for, and unanimously received, a resolution approving a fund balance assignment and transfers for year end 2016.  Kelly spoke of a 2016 budget surplus of $254,142 higher than the goal and referenced several reasons for the surplus.
