     Your Family:  Husband David Jankowski of 22 years, Kelalani, Kyle, and Father Elpedio Basa.

     Year you moved to Victoria:  2008

     Moved from where:  Chaska, MN

     Where born and raised:  Born in New Jersey, raised all over -- Germany, Thailand, Philippines, England, Saudi Arabia, and various United States.

     Occupation of parents:  Elpedio Basa, U.S. Air Force Hospital Administrator/Pharmacist, Officer, Retired.  Barbara Basa, Former U.S. Air Force Procurement, Homemaker.

     1) Are you happy with the chosen location for the new Victoria City Hall?  Yes.  Keeping the City Hall in the downtown location is important to support and developing our city center.

     2) Is it okay that a new City Hall means an increase in taxes?  Yes, based on the factors of need for a new building and potential growth of Victoria.  The Current City Council has developed a plan to build smartly for potential expansion or resale of the building in the future.  Continued development in Victoria and smart fiscal management can help manage the impact to taxes.

     3) Are you in favor of a city administrator or city manager form of government?  City Manager.  The current form of government has the City Council responsible for many day to day activities that are not an efficient use of the Council's time -- for example, evaluating and hiring city staff.  This current process also slows down the speed at which the City can react to some day to day decisions. 

     Victoria is currently a city of 7,500 with future growth forecasted.  We need to start functioning like the larger city we are becoming.  As a point of reference, the City of Excelsior, population 2,400, has a City Manager.  By moving to the City Manager form of government, we move the day to day management of the city to the City Manager while the City Council remains responsible for the leadership and legislation that it has today.

     4) What are some of the most important things in life to you?  On the top of my list are family and friends, honesty, learning, and creativity.  For me, family and friends are very important.  Everything I do is not just for me, but for them as well.  They are the ones that encourage, challenge, and support you throughout your life as you do for them.

     Honesty is important in both personal relationships and the relationships you build with others professionally.  Honesty builds trust and ultimately your reputation.

     Learning is important to me because I am a lifelong learner.  There is always more to learn.  This includes learning from mistakes as well.  I also apply learning to working with others as I am always seeking to understand others' points of view and what is important to them.

     I call out creativity because it goes beyond the creative output of art.  For me it is applying what you've learned, trying new things, and a key part of problem solving.

         2) Is it okay that a new City Hall means an increase in taxes?  My basic operating principle is -- taxes must only be raised where critical needs exist and there is no funding alternative.  A new City Hall and a Public Works Building are both critical.  The financing strategy is still under development.
