CONTRACT EXECUTED FOR PUBLIC WORKS BLDG

AND ALSO FOR A NEW VICTORIA CITY HALL

September 10th

         On September 10th, Council authorized execution of a contract with Architectural Alliance of Minneapolis for the architectural/engineering services for the new Public Works facility to be constructed on the 94 acres of city-owned property in Laketown Township.

         According to presented information, the new facility will initially be about 20,000 to 25,000 square feet and designed to accommodate future building expansions and related accessory uses up to 80,000 square feet.  Estimated construction cost is $2,850,000 -- or $114 per square foot.  The project will be publicly bid.

         The contract is an agreement between the City of Victoria and the Architect and is  for the conventional delivery approach of design-bid-build.  This means Architectural Alliance will provide the basic services of schematic design, design development, construction documents, bidding, construction administration, and project closeout.  Fees for the basic design services amount to 7.5% of the construction cost, or approximately $213,750.

         That amount includes registered professionals for Architecture, Civil, Structural, Heating and Air Conditioning, Plumbing, Fire Protection, and Electrical Engineering throughout the design, permitting, and construction.

         Additional consultants being recommended by Architectural Alliance -- for a Landscape Architect, a Well/Septic System, Turn Lane Improvements on County Road 10 if needed -- could climb to $62,500.

         Reimbursable expenses will be invoiced at cost and include such items as printing, plotting, postage, delivery charges, mileage, and parking expenses, estimated to be no more than $11,000.

         Said Administrator Don Uram, "The Contract has been thoroughly reviewed by the city attorney.  Ann [Public Works Director Ann Mahnke] and I are meeting with the Principal Architect on Thursday."

         Asked Mayor Mary Thun, "How are you going to minimize change orders?"

         Replied Mr. Uram, "By working on it upfront.  The key is tight planning upfront and working with the Public Works Department so there are no big surprises ... We've had discussions with the Architect and we will continue to have understandings.  We could have a contract for design on the new City Hall by the next City Council meeting, if everything goes smoothly."

 

September 24th

         On September 24th, Council authorized execution of a contract with Architectural Alliance of Minneapolis for the architectural/engineering services for the new Victoria City Hall to be constructed in downtown Victoria on city-owned property next to the Post Office.

         "Staff is recommending approval of the contract as drafted," said Administrator Uram.  The Real Estate Committee also recommended approval.  The motion to approved passed 4-0 under the leadership of Acting Mayor Tom Strigel.  Mayor Mary Thun was absent.

         As with the Public Works facility, "This is a commonly used contract for the conventional delivery approach of  design-bid-build."

         Mr. Uram said he will be giving councilmembers an update on the buildings every two weeks.  He met with the Real Estate Committee and talked about rules, responsibilities, expectations, staff, and timing.

         "We'll be fine tuning for Public Works and City Hall and talk about efficiencies so we don't get off track," he said.  "A Program Meeting is to focus on space and function.  We need to consider things like council chambers, conference rooms, where files should be located, and the copy machine, and determine what will actually fit in the footprint.  There will be storage needs."
