Replied the city engineer, "Detours have to be trunk highways. Semi-haulers need a trunk highway system. The underpass is a critical piece of the long-range trail plan that connects trails between Chaska, Chanhassen, and Victoria [not just 6 or 7 people]. This is the only opportunity to do it. It's being constructed wide enough to accommodate a four-lane improvement ... Shoulders on the bridge are being constructed wide enough to accommodate pedestrian traffic if need be ... The Boorsma's have not currently been asked to vacate. They have a life estate. They have certain rights and the arboretum has certain rights. They were at the Open House, looking to gain a better understanding." Asked Brandon Wallis, owner of School of the Wise, "Is there a penalty [for going beyond construction schedule] as well as an incentive [for completing ahead of schedule]? Is there anything else that you can help us get through slow times?" Replied the city engineer, "Penalties are typically in a contract. Incentives are more effective than the penalty." Randy Miller, president of the Victoria Business Owners Association, asked why more of the Hwy 5 traffic couldn't be directed to Rolling Acres Road. He also stated, "I'd like council to consider that work on the sink hole and bridge be done 24/7 [rather than from dawn to dusk]." Replied Cara, "Residents up from the sink hole are sensitive to noise. We learned through our experience with the water treatment plant that, with the open field, sound travels easily up there. As for the sink hole, it will appear that no work is being done there, as weight allows the soil to settle, so 24/7 won't really help. And they're indicating the bridge schedule is tight as it is and they need a safe environment to work in. We've asked and they've said no." Dale Riley, owner of Fresh Seasons Market, who asked that council speak with one voice, said, "I support staff's recommendation for the six-week closure. Are you saying that six weeks is the minimum time it will be closed? We'll be fine if our customers support us. I believe the residents will support us." Replied the city engineer, "It's probably days of it being done faster, not weeks. It's very weather dependent."
Carver County Engineer Likes Quality Roads Lyndon Robject, Carver County Engineer, responded to questions about the bidding process. "The contractor bids on the work and material and also on the time to do the project. There are risks to the bidding process. To me this is a very large project. You've got $10 million worth of work, a very narrow corridor, a lot of safety problems. In the wintertime today, when there's an accident, it closes everything down. We need those shoulders. We need the safety improvements." He continued, "Eventually people will not wait in traffic [with flagging]. They will find a way to get around it. The people who are commuting will use the big detour. I think Option #1, from a construction standpoint, gives them a lot more flexibility. The flagging option would be a nightmare ... "From my perspective, I like to build quality roads, too. The mill and overlay should be done at the end. Get that final paving course done all at the same time, throughout the project from one end to the other. That can be done in off-peak hours, along with the striping.
Questions from More Victoria Businesses Steve Frankwitz, owner of Victoria Auto Werks, asked, "Why can't we shelf the underpass for another five years?" Replied the city engineer, "When we construct city roads, we construct everything under it first. It would be impractical and not cost effective to do it later. The City of Chanhassen applied for funding and got it, and that's a benefit to the community. People who ride bikes and the community are very excited about the underpass." Catherine Paradise, owner of Salon Spatoria, asked, "Is it possible to make Hwy 212 the main detour, with Hwy 7 to Rolling Acres Road the detour for locals and inform people about that?" Replied the city engineer, "There are other construction projects in the community, and it will be important for businesses to know the detours. People will be able to get to places, and the whole world isn't shutting down. County Road #11 and Stieger Lake Lane will remain open. Hwy 5 will be open all the way to Stieger Lake Lane until the Fourth of July." Asked Lois Plocher, owner of Floyd's, "Is the six weeks an accurate figure?" Replied Cara, "I can't predict the weather."
