The mayor also had names of two recruiters.  “Some recruiting firms do a managerial analysis and some would involve input from our staff,” she said.

Said Councilmember Paulsen, “Some recruiting firms can come up with 1,000 candidates, but I’m interested in geography.  The ability to call someone in New York and find out how they did in Boston leaves a lot to be desired.”

Councilmember Amundsen stated, “I would have to vet the recruiters as much as the candidates!  Recruiters are selling and we’re buying.  There’s a process we have to go through to determine if the recruiters themselves are of merit.”  Referring to his personal work, Tim added, “My best source of referrals has not been recruiters, but internal referrals ... It appears to me that recruiters rule the roost.”

Councilmember Roden asked Steve Sarvi, “Do you think it’d be wise to have an interim administrator?”

“Yes,” replied Steve.  “Get someone who doesn’t want to stay long term and who’s willing to help you through the process.”

Replied Kim, “An interim would give us time to consider the kind of person we want.”

Councilmember Amundsen’s suggestion was approved -- to contact one of the candidates who expressed interest only in an interim situation, to work with the current city administrator as a consultant in the process of seeking the best full time city administrator.

On April 10th, Steve Sarvi reported that the Excelsior mayor is interested in an interim position with the City of Victoria as well as helping the City of Victoria choose a full time city administrator.

On April 24th, Steve Sarvi reported that the Personnel Committee met with two of the candidates interested in the full time administrator position.  “The consensus is that they’re both highly qualified,” he said.  “We could start negotiations with one or both ... or look at the interim position.  Harvey Feldman and Ken Brock are also interested in helping us if you choose to go in that direction.  I recommend that you negotiate with one of the candidates and take a swing at it.”

Councilmember Tim Amundsen made a motion directing city staff and the Personnel Committee (composed of Mayor Thun, Richard Tieden, Steve Sarvi) enter into negotiation with ‘Candidate Number One,’ for the full time position and that includes salary negotiation. 

As Councilmember Kim Roden said, “We would not be making final comments to other candidates.  I want to make sure we don’t limit our options.”

 

ENOUGH NO PARKING SIGNS

SENSORY OVERLOAD IN VICTORIA NEIGHBORHOODS

Neighborhoods in Victoria have become inundated with No Parking Signs.  Many residents don’t like the invasion.  Staff was asked to come up with a solution.

“We’ve investigated and we tried to use common sense,” said City Administrator Steve Sarvi on April 10th. “We recommend that we do not sign streets 28-feet or wider and sitting down with neighbors and get their advice as to where the signs should go.”

Stated Mayor Mary Thun, “My understanding is that we don’t need to have No Parking signs, that they’re not mandatory.  I have driven around neighborhoods in other cities and they don’t have all these signs.  It’s ridiculous in Victoria.  I am not in favor of any resolution that might come forward.”

Said Councilmember Richard Tieden, “I totally agree with the mayor.  It’s sensory overload.”

Town Deputy Erick Boder did not agree, however.  “I will talk to the county attorney about this.  I would definitely stay away from not doing any signs.  I think that would create a lot of problems.”

Victoria Public Works Director Bruce Osborn showed councilmembers a couple of examples of No Parking Signs, one that might appear less obtrusive; it had a black painted steel post, rather than silver, and a powder coated rather than shiny sign plate.

Administrator Sarvi has pointed out the Victoria Fire Department wants to enforce open roadways in the event of emergencies and, therefore, the plethora of No Parking signs through the City of Lakes and Parks.

On April 24th city councilmembers followed the recommendation of Administrator Sarvi.  Excessive No Parking signs will be removed from all neighborhoods, and No Parking signs will be removed when the streets are 28 feet in width or greater.
