In another vein, Mayor Thun said, "I'm not in favor of the pond there being maintained by the homeowners association.  Maintenance doesn't get done.  That's going to be right along a main road and entrance to Victoria.  I suggest that you be thinking about how it would be maintained."

         Said Holly, "The pond would be put in an outlot and deeded to the city."  Then the city maintains it.

         The mayor asked about park space for the Victoria neighborhood of Chevalle.  Holly replied that there are already parks within Chaska Chevalle plus close proximity to the Wintergreen neighborhood park and the large Diethelm Park.

         No action is necessary for the sketch plat part of the development process.  Discussion on a sketch plat is for the benefit of the developer to hear concerns and comments of residents, the Planning Commission, and the City Councilmembers.

 

CONSTRUCTION ON HWY 5 IN VICTORIA

IT WILL GET WORSE BEFORE IT GETS BETTER

         May 14th

         The update given by City Engineer Cara Geheren on May 14th reported the closure of Bavaria Road north of Hwy 5 on May 15th.  "We anticipate a lot of interest and traffic moves," she said.  "Bavaria Road will be totally closed to through traffic between Hwy 5 and 78th Street through June.  A massive gas line needs to be moved.  This is the first big traffic impact for Victoria."

         Continued Cara, "Tree removal has started.  There has been a lot of clearing west of here, getting ready for the bridge work.  Shoulders are being built and new ditches are being built which means trees will be removed.  Everyone that stopped by at Discover Victoria Day [May 12th] knew about the Hwy 5 project." 

 

May 29th

         Said City Engineer Cara Geheren at the Tuesday, May 29th, city council meeting (changed to Tuesday because of Memorial Day), "Work begins tomorrow downtown at the settlement area and at the bridge.  Turn lane improvements at the Dairy Queen will also start tomorrow under traffic, with flaggers.  Work continues on Bavaria Road, which is closed, and they're getting the new gas lines in place."

         Cara presented a map showing that the alternative route through downtown Victoria is Stieger Lake lane.  Councilmember O'Connor expressed some concern about the volume of traffic at the "T" in downtown Victoria, where Stieger Lake Lane connects to County Road 11 (Victoria Drive).  "Might a stop sign be necessary there in order to get into the traffic flow?" he asked. 

         Replied Cara, "We thought  we would first see how it shakes out."  Mayor Mary Thun reported that MnDOT has said it takes about five days for things to shake out.

         Referring to properties along the construction route and possible damages to them, Councilmember Kim Roden asked, "Has MnDOT done pre-construction inspections?"

         Replied Liz Benjamin, MnDOT's Resident Construction Engineer, "Yes, all buildings within 200 feet."

         Concerned about resolution of conflicts, due to issues with the regional sewer project up at Smithtown a few years ago, Councilmember Roden asked how MnDOT resolves conflicts. 

         Deb Ledvina, also in attendance at this council meeting, said she was the MnDOT ombudsman.  "We want a fair process," she said.  "We review all the findings.  We are a neutral third party.  We just gather facts.  We're like an appeals body for MnDOT.  We exist to be collaborative and increase public trust in MnDOT."

         Stated Councilmember Jim Crowley, "Communication has to be frequent.  I've appreciated how MnDOT has communicated forward and worked with us.  Are you, Cara and Don, comfortable with communications with MnDOT?"

         Replied Cara, "I am.  So far I've liked what I've seen."

         Holly Kreft, Victoria's Community Development Director, said that she worked with business people "to put together goodie bags for construction workers."

         Stated Mayor Mary Thun, "We've been told that MnDOT has not seen a city like Victoria where everybody has pulled together like this, the staff and the businesses.  Thank you for all of your help."

         Stated Administrator Don Uram, with Hwy 5 closures imminent, "It could all change tomorrow morning."
