CONGRATULATIONS TO NATHAN JACKELS

UPON EARNING EAGLE SCOUT BADGE

         Nathan Jackels of Victoria, who attended the May 14th city council meeting with other members of Troop 337, including Troop Leader Roger Jackels, his father, and also Paula Jackels, his mother, explained how he earned his Eagle Scout Badge. 

         "I built four recycling bins and five PVC recycle bins that are portable and can be adjusted for special events," said Nathan.  "It was a nine-month process.  It took one to two months of building them  and over 120 man-hours with other scouts helping out."  He also thanked Ann Mahnke, Public Works/Park and Rec Director for the City of Victoria, who was instrumental in the project, since the recyling bins were planned for use at Lions Park and Diethelm Park in Victoria.

         Nathan spoke of fundraising, measuring and cutting plywood, staining and varnishing the wood, acquiring and installing chains to the barrels so they would be secured, and the addition of signage on the recycle bins with a message to motivate people to recycle.  As part of his presentation, Nathan presented photo slides of the project as it was designed, constructed, and completed.

         Councilmember Tom O'Connor, himself an Eagle Scout in his youth, recognized that Nathan built a team to get the job done.  "You are to be commended," he said.

         Said Councilmember Kim Roden, "Parents contribute a lot to scouts.  I'm proud of you.  It is great to have neighbors like you."

         "We congratulate Nathan Jackels on achieving the Eagle Scout Badge," said Mayor Thun.

 

SYMPATHY OR EMPTY FOR DEVELOPERS?

LOOKING FOR MUTUAL BENEFITS FOR VICTORIA

         Councilmember Jim Crowley was on the June 29th agenda to discuss sideyard setbacks.  Size of setbacks was a controversial issue last month as council debated and ultimately approved neighborhood plats at Lakebridge and Chevalle.  The City of Victoria requires larger sideyard setbacks than, for example, the City of Chaska.

         "It's our job to set the strategy for the city," he said.  "Should we have different setbacks throughout the city?  My biggest concern is that we're not aligned as a council, a Planning Commission, staff.  Our community is growing.  It's the bigger picture I'm concerned with."

         In responding to a question, Community Development Director pointed out that 90% of development in Victoria has been in the form of a PUD, which is a Planned United Development.  A PUD implies there will be negotiation between developer and city with give and take on both sides.

         Asked Councilmember Tom O'Connor, "Isn't flexibility the basis of a PUD?  I think flexibility is built into the PUD."

         Stated Councilmember Tom Strigel, "It seems like we've given developers reason to think we're confrontational because PUD's are different than our standards."

          "That's the beauty of the political process," said Mayor Mary Thun.  "We have different people with different ideas and we are called to consider all of it."

         Said Councilmember Kim Roden, "Our primary concern is not to take care of developers.  I'm not sympathetic to developers.  Nobody puts a gun to their head to take a risk.  I don't like when people come in here whining."

         Said Councilmember O'Connor, "Developers don't expect sympathy, but they do expect empathy.  It's has to be a mutual benefit for the developer and the City of Victoria."
