POTENTIAL BUYER FOR CITY’S 13.5 ACRES

CLOSED SESSION FOR VICTORIA IN NEGOTIATION

Said City Attorney Mike Norton on March 10th, "There is an entity that is interested in negotiating with the City of Victoria for the purchase of the city-owned 13.5 acres on Stieger Lake Lane.  The Open Meeting Law permits the city to close the meeting to consider offers for real estate development and real estate strategy, and so if the council wishes to do that, a proper motion can be made to adjourn to a closed session."

Council held a closed session to that purpose on March 10th after the regularly scheduled council meeting.

SOUTHERN VALLEY ALLIANCE

MAKES PRESENTATION TO VICTORIA COUNCIL

Janice McCrady, Community Outreach Coordinator with the Southern Valley Alliance for Battered Women, made a presentation at the March 10th Victoria city council meeting.  "We serve Carver and Scott Counties and have been in operation for 31 years," she said.

Her information of statistics reported a total of 690 cases of domestics violence that SVABW worked with last year in Scott and Carver Counties.  Cities with the most cases of domestic violence in 2013 were Shakopee (210), Chaska (82), and Prior Lake (82).  Also Savage (72) and Belle Plaine (38).  Victoria had 9 cases.  No city in the county reported zero calls last year.

In the past 31-year history of the Alliance for Battered Women there were 17,007 women who contacted them for help.  Cities with the most cases of domestic violence over that time period were, again, Shakopee (3,924), Chaska (2,520), and Prior Lake (1,895).  Also Savage (1,416)  and Belle Plaine (1,019).  Victoria had 202 cases in the  331 years.

"No one deserves to be beaten," said Ms. McCrady.  "We have a 24-hour crisis line, 365 days a year.  We have a Spanish speaking person on staff which is very helpful.  Battery, domestic violence, is a crime and there is an automatic arrest."

She said women needing help should call 911.

Said Mayor Tom O'Connor after the presentation, "It's a shame that in this day and age we have to have somebody that does what you do, but thank heaven we have you."

PARKING AND BUILDING MATERIALS APPROVED

FOR NEW VICTORIA CITY HALL/LIBRARY

Council unanimously approved a resolution on March 10th relating to the new Victoria City Hall -- its off site parking, site plan, and building materials -- to be constructed at 1670 Stieger Lake Lane.

Holly Kreft, Community Development Director, said there were two parts to the resolution, that the Planning Commission held a public hearing, no residents spoke to the issue at the hearing, and that the Planning Commission recommended approval of both parts of the resolution.

"A conditional use permit is required for anyone who can't meet parking on-site," said Holly.  "Twenty-five parking spots are required for the City Hall/Library."  She said the municipal parking lot across the street and a more clearly defined crosswalk will be constructed.  Neither the City Hall nor the Library require truck deliveries.  Handicap parking will be addressed with the building permit.

As for the building materials, she said, "brick will be wrapped around the entire building, as will the metal facia, and more windows have been added to the backside.  The city provided materials to the Planning Commission for their review."

Holly said there will be 11 feet between the City Hall/Library and the Hartman retail office building that will be constructed on the west side.  The existing sidewalk will continue along Stieger Lake Lane.

FINAL PLAT FOR LAKESIDE ESTATES

BRINGING 36+44 NEW HOMES TO VICTORIA

Council approved the final plat on March 24th for Lakeside Estates 2nd Addition by Pulte that finishes the east portion of that development south of Lake Wasserman.  The Planning Commission recommended approval.  As Community Development Director Holly Kreft said, "It opens up property to the east for development."              There were 36 single family lots in the 1st Addition of Lakeside Estates.  With the 44 new lots in the 2nd Addition, Lakeside brings 80 new homes to Victoria.
