DICK COPELAND VISITS VICTORIA
AND TELLS ABOUT A NEED FOR MARY'S HOUSE
Dick and Mary Jo Copeland are searching for a place to build  a children's home and charter school for 200 kids who are falling through the cracks.  They've been invited by the mayor of Victoria to build the facility in Victoria.  Said Dick Copeland, "I feel the community that embraces this would have an opportunity to become a national model."

Mary Jo Copeland held a news conference.  Victoria councilmember Richard Tieden attended and said, "It is a thrill and an honor to be here with the Copelands."  Said Mary Jo, "We shook the dust off our feet in a few towns, but we still have the same sandals."  View photos on the web in Sue's Album.

As the issue came before them, Councilmember Jim Paulsen said, "Water ski courses on Schutz Lake are like the rites of spring.  It must be spring because we're talking about ski courses."

SHOULD ASSOCIATIONS OWN PROPERTY?
VICTORIA HOMEOWNERS WANT TO KNOW
The Wintergreen Homeowners Association has been in touch with Council-member Richard Tieden about purchasing a piece of adjacent city property in order to be an entity that can, in and of itself, sue in a court of law.  The situation involves homeowners in an Association who break covenants in an Association Agreement. 

ADDRESSING CONCERNS AT PARK DRIVE
HIGHLY VISIBLE ENTRANCE TO THE CITY
Councilmembers approved the rezoning and preliminary plat for property located at the northeast corner of Park Road and Highway 5 to be known as Parkside Estates.  The rezoning is from agricultural to residential.  The plat is for 22 lots on 15 acres.

INTERCONNECTING XCEL AND MVEC?
TO FILL GAPS IN CASE OF POWER OUTAGE

Victoria Public Works Coordinator Boyd Bailey reported on April 12th that he met with officials of Minnesota Valley Electric (MVEC) to discuss the growth of Victoria and how MVEC might be able to meet future electric needs. 

"They talked about an interconnection between XCEL Energy and MVEC to fill gaps if there's a problem in the city," said Boyd.  "Currently there's not an interconnection in Victoria.  Pat Kline of XCEL is excited about this opportunity."  Both XCEL and MVEC are providers of electricity to Victoria.

VICTORIA WILL BUILD A LIBRARY
IF CARVER COUNTY IS PREPARED TO STAFF IT

Said Mayor Mary Meuwissen, "Our educational facilities tend to be centered around our parks.  Victoria wants to be in line for a library, but it's been our under-standing that we're down the pike a ways.  We've been told they would do the operation and books, and Victoria would do the bricks and mortar.  If they tell us we get a library, we're prepared to build a library."
Councilmember Jim Paulsen asked Carol Vadnais to deliver that exact message to the Carver County Library Board.  "We're prepared to build a library if they are prepared to staff it," he said.  "Tell them we'll get back to them after we hold our capital improvement meeting and know more about the city's fiscal position."

SUPPORTING THE WATER PATROL
VICTORIA IS A LAKE MINNETONKA COMMUNITY
Council approved an expenditure of approximately $1,400 to support the Lake Minnetonka Water Patrol.  Speaking on behalf of the Water Patrol, Bert Foster said that 50% of its funding comes from Hennepin County, 30% from the 14 cities in the LMCD (Lake Minnetonka Conservation District), and 20% privately raised by the LMCD.
