VICTORIA DESIGNATED A FIT CITY

         Commissioner Steve Swiggum of the Minnesota Department of Labor and Industry visited the Victoria City Council Chamber on Monday evening, September 13th.  “I came on short notice,” he said.  “It’s a wonderful night in your beautiful city.  I drove around the community.  You should  be proud of what you are offering your citizens.”

         Mr. Swiggum said he came to present Victoria a fitness award from the Governor’s Health Care Cabinet of which he is a member.  “The governor has tried to help and encourage communities to promote fitness in their lifestyle and he wants to recognize Victoria,” he said. 

         “We need to be more fit as a society,” he continued.  “The government is not necessarily going to do this, but Victoria has parks and trails, walkability, and fitness programs.”

         To make a point he referred to the date 1898 and a story about President McKinley and Sergeant Garcia.  “The situation was the Spanish American War,” he said.  “There were modern day freedom fighters led by Garcia and in those days there was no texting, no faxing, but communication was necessary and it was important to find people who could get things done.  The bottom line is that we need to get the message to the Garcia’s of the world.  The message is that fitness is important.  Healthy lifestyles are important.”

         Mr. Swiggum presented a plaque on behalf of Governor Tim Pawlenty to Mayor Mary Thun in recognition of Victoria’s commitment to encourage physical activity. 

         Stated Mayor Thun, “Thank you for taking the time to come out here from St. Paul.  The driver here has been  Holly Kreft, our Director of Community Development.  She has been doing an excellent job and Council has been supportive of her efforts.”

         Councilmember Tim Amundsen suggested that the Governor and others would have a better voice if incentives were added to the encouragement to be fit.

 

HOW ABOUT A TRAIL ON EDELWEISS?

RATHER THAN ACROSS 6 PRIVATE DRIVEWAYS

         On September 27th, Council approved a minor subdivision  for Peter and Diane Isabell for four acres located on the east side of Bavaria Road in Victoria.

         “The subdivision is for a new single family home,” said Holly Kreft, Victoria Community Development Director.  “Properties along the east side of Bavaria Road are guided as residential, formerly agricultural.  The applicant is proposing an on-site septic system and well.  The applicant is willing to dedicate an easement for a bike trail.  The Planning Commission has recommended approval with conditions.”

         Councilmember Jim Paulsen spoke to the bike trail being proposed along the length of that east-side section of Bavaria Road.  “You’re talking about a trail across six or more driveways?” he asked.  “I think there are other options that would serve us better.  Put it on Edelweiss Road,”  he advised.

         There is an easement drawn on maps for an unplatted road that was/is to be called Edelweiss, but the easement isn’t wide enough for a city road and the city has suggested, “It will never be used.”

         “Sounds like there’s a lot of potential options that we don’t have clarity on,” stated Councilmember Kim Roden.

         It was pointed out that the resolution approving the minor subdivision made no mention of a trail.  That ground could  be covered at a later date.  A motion to approve the request passed 4-1 with Councilmember Paulsen casting the nay vote.
