According to Finance Director Jylan Johnson, the Miscellaneous amount includes $10,000 for a county transportation study; $5,000 for city promoted activities; $10,000 for improvements to the Central Business District (such as bike racks and benches); and $544,431 in interfund transfers to a) a capital facilities fund, b) partially repay interfund loan from the Water Enterprise Fund, and c) $10,000 for the EDA Revolving Loan Program. The city’s finance director said there will be a $43 decrease in the city portion of property taxes on a median value home in Victoria. For 2010 that value is $357,800. “Median value” means half the homes in Victoria are assessed at a higher value and half are assessed at a lower value.
SOLICITING RFP’s FOR ENGINEERING SERVICES VICTORIA TO KEEP CONSULTANTS ON TOES Victoria decided some time ago to solicit Requests for Proposals for each of the consulting positions in the city such as city engineer, city attorney, and city financial adviser. Current consultants working for the city are invited to re-apply for the appointment. First up on the rotating schedule is city engineering services. Stated Administrator Don Uram, “I prepared a draft RFP along with Ann Mahnke. I propose we limit it to five of the larger firms that are working in Carver County and adjacent communities and make the appointment on December 14th.” The five engineering firms identified for consideration: TKDA (current Victoria city engineer), SEH, WSB, Bolton-Menk, and Bonestroo. The interviews will be conducted by the city administrator, the Public Works Director, the Community Development Director plus a member of the Personnel Committee, Finance Committee, and Planning Commission.
ZONING ORDINANCE GETTING UPDATED IT IS THE DOCUMENT THAT DIRECTS VICTORIA Holly Kreft, Victoria Planner and Community Development Director, continues along with the Planning Commission to review “every word” of the city’s comprehensive Zoning Ordinance, which was originally adopted in 1975. Council asked for sixteen concise summaries of the proposed changes in the sixteen sections of the Ordinance. Holly asked for council direction at this time on three specific issues -- digital signs, interim property uses, and expansions in transitional industrial districts. She reported that one of the upcoming recommendations of the Planning Commission is that no additional pylon signs should be allowed in the City of Victoria.
