60–UNIT AFFORDABLE SR. HOUSING PROJECT

PROPOSED FOR VICTORIA CREAMERY PROPERTY

         Councilmembers heard a proposal for the Creamery property in downtown Victoria at a 5:30 p.m. workshop on May 9th.  Centerpiece of the proposal is a cooperative for 60 affordable housing units geared to seniors.  A cooperative is an owner-occupied community in which its residents share in the ownership of the building.

HOPES TO IMPROVE WATER QUALITY & ACCESS

         "We're a big part of the study area," said Cara.  "It was selected by the Watershed for several reasons.  The area includes 17 lakes, six of them impaired, and 100 wetland acres, all draining to Halsted Bay.”

         "Carver County has six full service libraries and four express libraries.  We've been extremely busy this year.  If 60% of a county are library card holders, that's great.  We have 77% in Carver County."

         "Maintaining access during construction is very important," said Cara, "and Mueller has a good track record.  Construction should start in July with the final surface installed in 2017."

 

VICTORIA APPROVES DISPLAY BARN

AT HARTMAN TREE FARM AND GARDEN CENTER

         Council voted 5-0 on May 9th to approve a conditional use permit for the expansion of a commercial greenhouse use at the Hartman Tree Farm and Garden Center.

 

FINALLY A NEIGHBORHOOD PARK

IN VICTORIA’S LAKETOWN DEVELOPMENT

         The total package is $375,000 which includes base bid of $258,000, plus $50,000 for engineering and contingencies, $20,000 for electric connection, and $47,000 for trail connections.  Ann said that Victoria has received $650,000 in park fees from eight Laketown Additions and the ninth Addition will bring in another $280,000.

         Stated Mayor Tom O'Connor, "There is something compelling about 24/7 coverage, but is there a need?" he asked.

 

NEW PARKLAND DEDICATION POLICY

EASIER FOR VICTORIA AND ITS DEVELOPERS

         The new ordinance provides a formula to calculate the dedication requirement based upon land use of a new subdivision.  A new development that accommodates a large number of new residents will have a greater parkland fee than one accommodating fewer residents.

 

XCEL ENERGY IMPROVING SERVICE

VICTORIA DOESN’T HAVE TO PAY A DIME

         New powerlines are going up across Victoria to improve the service utility for residents.  Xcel is building a new substation in Laketown Township, just south of the existing substation operated by Minnesota Valley Electric on County Road 11.

         After being turned down for a similar request in April, Jamie Matthews reduced the footprint from 2,550 square feet to 1,972 square feet, and also talked again with his neighbors at Foxglove Circle.

         A number of people that donated and made this possible.  What you're looking at is about a $600,000 investment in our community that was made with very little city or public money.  A MCWD grant was involved.  But this is largely with private donations. 

 

CIVIL LAWSUIT QUEST CONTINUES

TAKING DOLLARS FROM VICTORIA TAXPAYERS

         "We believe it's time to move forward," said the mayor.  "The plaintiffs have a different view.  They've filed a motion for amended findings and a May trial, which may well be a precursor to an appeal.”
