SOCCER FIELDS RISE TO NEW HEIGHTS

AFFECTING SITE LINES OF NEARBY RESIDENTS

         Two residents from the Gateway at the Park neighborhood addressed councilmembers May 26th in regard to the soccer fields near the Victoria Field House that were recently improved with the addition of soil that had been removed as part of the construction project of the nearby second sheet of ice at the Field House.

         Chris Moultrie said the soccer fields were raised five feet and that creates site problems for the neighborhood.  Bruce Carver said a natural grass area has been removed and there is no barrier or natural berm now separating the property from the neighborhood.  He said the neighbors received several notifications about installations and details and none of the pages mentioned raising the height of the soccer fields.

         Ann Mahnke, Director of Park Rec and Field House, was asked to address the concerns.  “I have spoken with Chris and have asked to set up a meeting to see if there is a  means for further berming or landscaping.”

         Administrator Don Uram stated, “Everything is within a fraction of the approved grading plan.  We will prepare a report and come back to city council.”

 

MARKETING VICTORIA PROPERTIES

OPPORTUNITIES FOR RETAIL, HOUSING, OFFICE

         Council voted 4-1 to purchase five marketing signs to be placed on public property in Victoria at a cost not to exceed $5,000, as recommended by the Business Development Committee.  Councilmember Jim Paulsen cast the nay vote.

         Stated Councilmember Paulsen, “Approving five large signs, what does that say about the city’s authority?  What happens to our high ground when it comes to signage?”

         Acknowledging it could be overkill, Councilmember Tom O’Connor added, however, “I don’t like the idea of second guessing the Business Development Committee, but how about signs up on Highway 7, too?  That’s part of our city, too.”

         City Planner Holly Kreft agreed that signage on Hwy 7 as well as Hwy 5 is a good idea.

         Text on the signs, which are over 12 feet tall, reads:  “Victoria.  Opportunities in Retail, Office, Housing.  Discover Victoria.  952-443-4210.”  Anticipated installation is the  first week in June, according to City Administrator Don Uram.

 

SEALCOATING COMING THIS SUMMER

         Council approved a resolution accepting quotes and awarding a contract for the city’s 2009 sealcoat projects.  Low bid of $78,996 came from Astech Corporation.  Engineer’s estimate was $83,000.

         City Engineer Cara Geheren reported that complaints on sealcoating projects in the past decreased significantly when a polymer material was used on cul de sacs so that will be the practice this year also.  She said that sealcoating is part of a street improvement plan approved in 2005.  Generally streets are sealcoated every five to seven years.

         Asked Mayor Mary Thun, “How do we notify people that sealcoating will be occurring?”  Cara replied, “Perhaps a general mailing.”

         Portions of the following streets that are on schedule to be sealcoated in 2009 include Ridgehill Road, Tristan Drive, Tristan Knoll, Duck Trail, Gold Point, Kelzer Pond Drive, Marsh Point, Watermark Parkway, Krueger Court, Bavaria Road.
