FIFTY MORE HOMES FOR LAKETOWN

BUILDING AROUND VICTORIA ELEMENTARY SCHOOL

         Council reviewed a sketch plat on March 25th for 50 new homes in the Laketown development, the 8th Addition, near the Victoria Elementary School.  As Holly Kreft, Victoria Community Development Director stated, "This is an opportunity for the developer to get feedback." 

         The item was not before council to be approved nor denied at this time, but for information.

         "This addition was originally approved for multi-family quads and twin homes," said Holly.  "When plans change, the process starts over from the beginning.  The revised sketch plat is for 50 single family homes.  The Planning Commission reviewed it.  It will come back to the Planning Commission for a public hearing."

         Holly said the plat consists of two parcels -- 4.5 acres annexed in 2004 and 15.02 acres annexed in 2011.  She said the property can be serviced by the sewer extension from Deer Run, which then reaches its capacity.  Future development in the area will be serviced by the recent trunk sewer extension on the west side of Lake Wasserman.

         Why the switch to single family homes?  Replied Jose Jablonski, representing Lennar, "There is currently not a market for townhomes."  He said the new single family homes will sell in a range from $360,000 to $430,000.

         Asked Councilmember Joe Pavelko, "Is there open space in the development?"

         Replied Holly, "Almost 100 acres will be dedicated open space deeded to the city in the overall Laketown development."

         Councilmember Pavelko said that it's wetland space being deeded to the city, and that, "of course, a developer would want to get rid of wetland."  Holly said the ordinance will be reviewed and that is something the Planning Commission could look at.  As proposed, the development is not in conflict with the Comprehensive Plan.

         According to information from a March 19th neighborhood meeting, Lennar would like to start grading and infrastructure work in June with plans to have a model home available in October.  Access will be off County Road 11/Victoria Drive.  The next stage, however, is to get approval of preliminary and final plats.

 

BUILDING A CITY PARK AT LAKEBRIDGE

ANOTHER PUBLIC FACILITY FOR VICTORIA

         Council voted 5-0 on March 11th to hire WSB and Associates for professional services to assist in the Lakebridge Park improvements.  Their charge for services  ($22,683) was not the lowest nor the highest bid.

         Said City Engineer Cara Geheren, "We were looking for the best value when we made the recommendation for this proposal.  We looked at a combination of factors.  Out of all the proposals, WSB made the best approach.  Also, their team is working at the South Lake Virginia Shores Park."

         "Their goal to finish the Lakebridge Park is September 13th, 2013," said Cara.  The services of WSB include preparing construction documents, necessary documentation for required permits, assist with soliciting bids from contractors, and providing some assistance with construction administration.

         Said Councilmember Joe Pavelko, a resident at Lakebridge along with Councilmember Lani Basa, "We had a homeowners association meeting last week.  Will there be a street light for security reasons?"

         "In the final design, yes, on the street or in the ballfields," said Victoria Parks Director Ann Mahnke.  "The park will be mostly scheduled for the youth of the neighborhood but will accommodate others outside the neighborhood."

         Councilmember Pavelko also asked about maintenance of the park.  "We're required to mow it," said Ann.  "We line and paint the soccer field and drag the infield of the ballfield.  We're not intending to put in irrigation.  We control fertilization.  There'll be steel posts and steel construction for less maintenance.  It is a public facility.  We work with the homeowners association so there are no conflicts."

         In reply to Councilmember Pavelko about enjoying a beer from the new brewery at the park, Ann said, "Our current ordinance states no alcohol in city parks."

         Staff reported there are currently 80 homes at Lakebridge, and when the development is complete there will be 188 homes.  Funds from the developer will be used to build out the 5.3-acre park, located on Lakes Parkway.  The park will include a playground, open air picnic shelter, basketball court, two player benches, ballfield, backstop,  sideline fencing, parking lot, and  athletic turf.  The city's total project budget is $150,000.
