SHARED PARKING AGREEMENT

ANOTHER PAVED LOT FOR DOWNTOWN VICTORIA

         Administrator Don Uram reported on March 14th that the City of Victoria reached a tentative agreement for the temporary paving of the parking space just to the south of City Hall and also behind the Post Office, Dr. Dungey's Office, and Floyd's.  "The plan is to have it paved and completed by the Fourth of July."

         "Thank you to the businesses who are willing to sit down and talk about sharing space for public parking," said Mayor Mary Thun. 

         The property owners have tentatively agreed to allow the city to use the lots for public parking provided the city shares in the overall cost.  Staff is proposing a temporary paving solution at an estimated cost of $96,000.  Details are forthcoming.

 

SIGNIFICANT DOLLARS AND TIME SPENT

TO HELP PUT TRAFFIC IN DOWNTOWN VICTORIA

         Council voted 5-0 on March 14th to authorize the preparation of plans and specs to make improvements to Stieger Lake Lane in anticipation of the Hwy 5 closure next summer.  When Hwy 5 closes for road improvements in 2012, people will likely use Stieger Lake Lane to avoid the official detour as well as to access downtown Victoria.

         Two pieces of Stieger Lake Lane will be upgraded -- the west end from the City Bridge and Wensmann Homes west to Hwy 5, and the east end from Vic's Bar and Grill east to Hwy 5.

         "This project is specifically because of MnDOT's significant project and Hwy 5 closure in 2012," said City Engineer Cara Geheren.  "The official detour is Hwy 41 but Victoria is looking to encourage use of local detours.  Plans are to keep Stieger Lake Lane open.  The problem is that the pavement is in poor condition.  It would really start to fall apart with the increased traffic."

         Cara did a quick cost estimate to reconstruct the road to standards, and the number is $1 million.  "That is not an insignificant dollar amount," said Cara.  "It's a pretty significant charge and there would be significant assessments to property owners so doing a reconstruction doesn't seem to make sense.  A mill and overlay on the west end and a reclaim and overlay on the east end would cost about $260,000.  The schedule would be to get rolling on it right away and have it done by the 4th of July."

         "What is the surface life of the temporary repair?" asked Councilmember Jim Crowley.

         "That's extremely difficult to estimate," replied Cara.  "Poor subgrade soils will continue to be a problem.  Semi-haulers might decide to use it rather than the official detour so it's not something I can guess.  A new section lasts 50 years.  If time and money were not issues, I'd certainly recommend a reconstruction on the east end."

         "If we don't do this, what are our alternatives to keep people coming downtown?" asked Councilmember Tom O'Connor.

         "I drove the road yesterday," said Councilmember Kim Roden.  "I really think we need to do this.  I don't see a way around it."

         Stated Councilmember Jim Crowley, "In response to, 'What is the city going to do to help businesses?' this is a significant contribution to help keep businesses open [during the summer of 2012]." 

         When asked how the city is going to come up with the $260,000 to pay for the  street improvement, Cara replied,  "We have room to accommodate this amount of money within the existing capital improvement plan."

         Mayor Thun added that she and others attended a Hwy 5 meeting two weeks ago and that there are a lot of things the council and staff are doing on behalf of Victoria businesses in anticipation of the 2012 Hwy 5 project.
