To the Editor:
On November 22nd, 2004, the Vic-toria City Council adopted a resolution increasing the stormwater rate from $5 per quarter to $10 per quarter.  The purpose for the rate increase is to provide revenue to offset the increasing cost incurred by the city for stormwater quality manage-ment as mandated by federal and state regulations.
On December 23rd, 2004, the Victoria City Council adopted a resolution increas-ing the water usage fees.  The purpose for the increase is to provide revenue neces-sary to offset the costs of treating the water, thereby expanding the quality of the water.  In addition, it will encourage water conservation as required by the Department of Natural Resources of growing communities.  The amount of the increase you see will depend upon the size of your home or business connection and the amount of water used.
The increases became effective Janu-ary 1st, 2005, and will appear on your next billing that you receive in April.  Please feel free to call if you have questions re-garding the rate increases or water conser-vation, 952-443-2363.

To the Editor:
My family and I just recently moved to Victoria from Los Angeles a couple of months ago.  I have read a couple of the editions of the Gazette and really enjoyed your paper.
My wife works with General Mills so we have moved around a little in the past couple of years, but looks like we are here for the long haul.  A couple of years back, when we moved to Los Angeles, I quit my job as a financial consultant and decided to attend culinary school.  During the mornings I went to class and the rest of the day/night was spent cooking in a couple of restaurants around town.
I was just beginning to get into catering before we moved to Victoria.  As of now, I stay at home with our six-month old daughter, but eventually would like to ease back into the business again.
While in school, I used to write a re-curring column in our Le Cordon Bleu newsletter and I really enjoyed it.  I wrote articles on various food topics such as restaurant reviews, food history, general interest type stories, etc. 
I have attached a copy of one such article for your review.  I was wondering if you had a need for these types of food related articles in the Gazette.  I would love to submit these types of articles each month for inclusion in the Gazette.  I have other examples of food related articles that I have written if you would like to see them.  Thanks.

To the Editor:
Hello.  Our names are Nicole Burg-meier and Laura Goeswich, and we are students at Chaska High School.  We are active members in DECA, and this year as a project we created a "Youth Making a Difference" campaign.
This involved us educating and regis-tering first time voters in our school and having all school aged children create art murals which have been hung throughout our community.
Presently, we are starting a new aspect of our project.  Locally, we have asked adults to write to us telling us about a youth who has changed their life or im-pacted the community. However, we know youth throughout Minnesota are impacting lives and their community in a positive way. 
Therefore, we want to hear from adults throughout Minnesota, about a youth who has made a difference.  They can send in a short description, or story, to us about that special youth.  Length doesn't matter.
We are contacting newspapers in all parts of our state, asking them to publish our request or do a short article on it.  The Star Tribune has said they may publish some of the top descriptions.  We would like to receive all letters before February 25th, 2005.  Descriptions can be sent to Chaska High School, %Cheryl Boe, 545 Pioneer Trail, Chaska, MN 55318.

To the Editor:
Recently the Victoria City Council decided not to reappoint me to the city's Planning Commission.
I would like to say thank you to the residents of Victoria for the opportunity to serve on your behalf on the Planning Commission.  It was an opportunity to meet many wonderful, concerned, and involved people, particularly those from Tristan Heights, Swiss Mountain, Lake-town Township, and Deer Run.
I urge you all to stay informed but, more importantly,, stay involved.  Vic-toria is going to grow dramatically and we really do not want to lose what we now have.  I always said I would not vote "yes" on a project if the project would have a negative impact on those living here.  I believe I honored that pledge.
To the developers in Victoria:  please remember the housing needs of all the people who wish to work and live in Vic-toria.  Whether they are teachers, firemen, city employees, or the various service workers currently commuting to work in Victoria, we know their dream is not the shared walls of townhomes and condos,  but small detached homes with yards of their own.
To my fellow planning commission-ers:  thank you for the spirited debates.  No matter the intensity, we always walked out as friends and I hope we will always remain friends.  It is a very difficult posi-tion, but we always had the best interest for Victoria as our main objective.
To the city council:  thank you for giving me the opportunity to serve.  How-ever, I would concur with your adminis-trator's counsel against making "decisions in a less than public setting."  Not only does it make the public wonder about what other backroom decisions are being made, but it also may violate opening meeting laws.
On a personal note, while disappoint-ed that I was not reappointed to the Com-mission, I hold no ill will toward the mayor and council.  I was
