PROPOSAL FOR ROSE STREET FLATS

ON PRIVATE PROPERTY IN DOWNTOWN VICTORIA

CURRENTLY OWNED BY LEUTHNER WELL CO.

         On Monday evening, October 5th, 2015, Victoria council members and staff listened to a proposal that would turn the entire triangular 2.74-acre piece into a development for a three-story apartment complex and associated amenities.  If you count the two stories of underground parking, it's a five-story building.  The proposal is for 145 units.  Some of the apartments are two bedroom, some are one bedroom with a den, and some are studio apartments.

 

COUNCIL UNANIMOUSLY ADOPTS PRELIMINARY

2016 CITY OF VICTORIABUDGET

LEVY PROPOSED TO INCREASE BY 6.5%

WHILE TAX RATE PROPOSED TO DECRREASE

         Preliminary General fund revenue budget of $4,217,910 is an 846% increase over the 2015 revenue budget.

         Preliminary General fund expenditure budget of $4,197,756 is an 8.09% increase over the 2015 expenditure.

         Projected tax rate for 2016 is 33.02% compared to 33.33% in 2015.  The median value homeowner will see the city portion of their property tax increase by $62.

 

SCHOOL DISTRICT 112 ASKS VICTORIA

TO SUPPORT UPCOMING REFERENDUM

EIGHTH ELEMENARY SCHOOL NEEDED

         Dr. Jim Bauck, Superintendent of Eastern Carver County Schools, spoke to city councilmembers September 14th about the upcoming school referendum on November 3rd.

         Voting on Question 1 will determine if residents are willing to pay an additional $450 per pupil for a new total referendum of $829 per pupil.  The tax increase on a $300,000 home would be $165/year.

         Voting on Question 2 involves an expenditure of $66.7 million but would not increase taxes because the school district is paying off existing debt and the new debt is smaller than the amount being paid off.  This second question is contingent on the first question passing.

 

VICTORIA SUPPORTS THE SCHOOL REFERENDUM

WITH CONSIDERATION FOR THE FUTURE

         Said Councilmember Tom Strigel, “I think the residents of Victoria should get some answers.  Victoria taxpayers pay for all the eastern facilities, plus the time our kids spend on the bus, in the car, on the road.  Continuing to build school facilities in the east part of the District exacerbates the issue.  A couple of weeks to think about this seems a rational approach.”

 

VICTORIA BEGINS TO LOOK AT DRAINAGE

STARTING WITH THE DEER RUN GOLF COURSE

         Council voted 5-0 on September 14th to authorize the city engineer to complete the preliminary design for the Deer Run drainage improvements.  The study, which is expected to help with flooding problems in parts of the neighborhood, comes at a cost of $11,900.  The golf course opened in 1989.  City Engineer Cara Geheren stated that with approval of the study, staff would be coming up with a financing plan, “after we know the costs.”

 

LAKETOWN TOWNSHIP WANTS MONEY

AS ANNEXATIONS TO VICTORIA ARE REQUESTED

         Council voted 5-0 on September 14th to inform Laketown Township that the City of Victoria is opposed to paying a fee (of any amount) to annex township property, which is always at the request of a developer since development requires city services such as sewer and water.  Laketown  is considering a per-acre annexation fee.
