         My five-year old daughter Marley Jane Flower and neighbor Michael Mercuri poured through the February paper to find the fishhook on page 19 in the Victoria Lions Club ad on the handle of the pitcher, in their pancake breakfast ad.  Thanks for a fun activity.

         What is the true cost of a new Victoria City Hall?  As the city council continues to discuss the future of the new City Hall, I think we should all be asking a few questions.  From a debt side, what are the cost differences in the locations, including land costs and actual construction costs, based on comparable square footage and planned usage?

         In February of 2012, the City of Victoria had a credit review by Standard and Poor's and received a credit rating of AA+/Stable for its new General Obligation crossover refunding bonds.  What that simply means is that the city got a low interest rate on its 2012 debt offering.

         As part of that review, the agency however noted that "Victoria's recent decline in tax capacity as well as its overall high per capita debt burden and high debt service carrying charge are limited credit considerations, in our opinion."

         It was also revealed that the debt stood at $8,073 per resident.  S&P also noted that with respect to the stable outlook rating that "the prudent management of the city's debt profile is key to maintaining the rating."

         The Victoria Spirit [the city's quarterly newsletter] just released in February 2013 showed debt service of $20.30 per single family residence per month, or $243.60 per year.  This is every household's monthly payment just to service the existing debt in 2013.

         It also noted in the newsletter that in 2013, the city continues to see a decline in median single family home values and corresponding property taxes.  While this may not seem like a lot, everyone needs to pay attention to it and what it could mean going forward.

         While we are currently in a low interest rate environment and I would be the first to agree that an entity should take advantage of a low rate environment, it does not change the fact that we should spend our money wisely.  Cheap debt, after all, is still debt and I for one don't want any more debt than is really necessary.

         On behalf of the Victoria Firefighters' Relief Association, we would like to thank all of our donators for their contributions to our 26th Annual Fishing Contest.
