       Commented Councilmember Pavelko, "Sounds like we could otherwise be killing off one of our funding sources."

         City Engineer Cara Geheren said construction of the trail connection will take around three months, and that paving can't occur until the month of May.

         Public Works Director Ann Mahnke said there is also not money set aside for the Lakebridge trail connection, but only a mowed grass access has been promised at this time.  Both of the new councilmembers, Lani Basa and Joe Pavelko, live at  Lakebridge.

         She added, "This trail connection [to th Arb] was listed as a priority.  As for the funding mechanism, well, when we did the streets at Lions Park, we rolled the trail cost there into the street project, so that we could get some of those connections made."

         Stated Councilmember Crowley, "So there has historically been a funding source -- bonding."

         Replied Mr. Uram, "That can certainly be the plan.  The effort to get this [grant and trail connection] has taken some time.  The project is only going to get more expensive.  I suggest that any contribution from the University of Minnesota [and/or the Arboretum] is not going to be happen.  We were able to per permission for a trail there, but that was about it."

         Mr. Uram mentioned that it had also been difficult to get a trail easement across University property at the Apple Farm.

         Asked Councilmember Strigel, "Do I understand correctly that the University want us to pay for a trail easement across their property?"

         "They're asking a buck a square foot," replied Mr. Uram.

         Stated Councilmember Pavelko, "I feel the University should be paying us!"

         "I agree," said Councilmember Strigel.

         Councilmember Crowley ponted to there being two issues:  the rationale for trail connections and the funding of them.

"And the funding strategy could be bonding with an adjacent project,"clarified Mayor  O'Connor.

         Mr. Uram will bring options to the next council meeting.  "We have a lot of needs that are unfunded," he said.  "We need to look at a comprehensive strategy.  To give you the options should be relatively easy."

         City Engineer Cara Geheren reported that the city solicited proposals for professional services on the trail connection project and received four bids.  Staff reviewed the bid and recommended it be awarded to SRF.  Said Cara,  "Their price was the lowest and they have relationships in the area."

         Low bid from SRF was $24,840.  If and when awarded, the consultant does the preliminary design, prepares construction documents, prepares necessary permit applications, assists with soliciting bids from construction contractors, and provides assistance with construction administration.

         No bid was awarded at this time.  The motion to table the issue until the March 11th council meeting passed 5-0.

The underpass connects to an existing Chanhassen trail north of Hwy 5 (in front of Faith Lutheran Church) and enters the MN Landscape Arboretum south of Hwy 5 (at the Boorsma farm).  The church and the farm lie within the Victoria city limits, but it was the City of Chanhassen that received a grant to pay for the trail.
