AWARD FOR KELLY AND CITY OF VICTORIA EXCELLENCE IN FINANCIAL REPORTING "This is not the first time that Victoria has been awarded this recognition," said City Manager Laurie Hokkanen, "but the application isn't any less work. We want to recognize Kelly." The reference was to Victoria Finance Manager Kelly Grinnell. The award was the Certificate of Achievement for Excellence in Financial Reporting. According to Stephen Gauthier, Director of the Technical Services Center for the Government Finance Officers Association (GFOA) in Chicago, "The Certificate of Achievement is the highest form of recognition in governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management. We hope that your example will encourage other government officials in their efforts to achieve and maintain an appropriate standard of excellence in financial reporting." Said Mayor Tom O'Connor on November 24th, with a nod to Kelly, "It's well done and a well deserved award."
EQUIPPING NEW COUNCIL CHAMBERS TO SEE, HEAR, RECORD VICTORIA CITY MEETINGS Council voted 5-0 on November 10th to approve an expenditure of $83,099 for audio visual equipment to be installed in the council chambers of the new City Hall. Tierney Brothers out of Minneapolis had the best quote providing superior service. City Clerk Jennie Kretsch said that $60,000 toward the purchase will come from Mediacom as part of a franchise agreement for audio visual production, received by the city when Victoria opted out of the Lake Minnetonka Communications Commission. "Goal of the audio visual system is to provide for everything to see, hear, and record city council meetings," said Jennie. "There will be two 55-inch TVs to show close-ups of everything that's being presented. There will be built-in microphones with no feedback and no static. Speakers will be located above the council and the audience." She said that a movable presentation table will be located in front of the council's dais or seating stage. Two cameras will be operating in the council chambers, one in front of the council to show the council and one in back of the council to show the speaker at the presentable table and the audience. All action will be recorded with equipment in the AV room. Jennie said there will also be a conference room next to the council chambers with speaker recording devices for closed meetings. The conference room can also be used for council retreats and meetings with developers and related functions. The room will have an interactive smart screen. "The system is fully expandable as we grow," she said. "It's a robust system."
