         Regarding non-exclusive contracts, she said, "Cities should be able to find the best value on all projects.  FOCUS is based solely on efficiency and shared resources and providing service and value."

         Stated Councilmember Tom O'Connor, "There are lots of people at TKDA behind the scenes that you no longer have access to."  He questioned if they won't be missed.

         Replied Cara, "I've also typically reached out to friends and representatives in the community, to get their advice and to hear how they deal with things.  Those avenues will continue to be important to the city."

         In responding to a question from Councilmember Kim Roden, Administrator Uram said, "Quite honestly, I see very little downside in a switch to FOCUS.  This move will be scrutinized more than anything we do in the next year or so."  He also commented, "This relationship may have to end."

         He explained further that Cara Geheren would be retaining the day to day engineering services for the City of Victoria.  Stated Mayor Mary Thun, "I support Don.  One thing very important to me is that we put projects out on a competitive basis.  We will continue to be working with a number of firms."

         After the motion and unanimous vote to retain Cara Geheren as City Engineer with her new company, Mayor Thun added, "I would like to take a moment to thank TKDA.  You have trained two exemplary engineers.  All anyone has to do is walk out our doors and look around.  We'll continue to work with TKDA.  Cities normally take these things very seriously and want the very best expertise."

 

BOTH VICTORIA CITY LOGOS RETAINED

THE HISTORIC SEAL AND THE MODERN ‘V’

       Council voted 4-1 on July 25th to direct staff to investigate and recommend where and how both city logos -- the historic round seal and the new large "V" -- might be used as the City of Victoria considers the design and replacement of some old and deteriorating wooden signage in the city.

     "There really isn't currently a theme for us," said Holly Kreft, Victoria Community Development Director.  "Older signage is different than newer signage.  There are two layouts that the Parks and Recreation Committee recommends as a potential replacement.  Is there a preference of the city council for a theme or a logo?"

         "Is our [seal] logo legal or in violation of state and federal law?" asked Councilmember Kim Roden.

         Replied City Attorney Mike Norton, "We don't have a challenge.  It could provide issues or provoke a response.  It's a longstanding community design.  Those that are deemed lawful are those that have been institutionalized.  The sign does have the potential to muster a constitutional challenge."

         Mused Councilmember Tom O'Connor, "I wonder if one sign fits all is the right approach.  I'm perfectly comfortable with even three different logos."

         Said Councilmember Roden, "I know there's been discussion and opinions about it.  Most of the people I've talked to promote one branding logo for marketing purposes.  I don't  know if you want the city to do that.  Is it time to move on and change direction?  I'm open to other people's opinions."

         Stated Councilmember Jim Crowley, "I think it's to our advantage to use both of our logos because they're both recognizable to our residents."

         Agreed Councilmember Tom Strigel,  "Having something identifiable with Victoria is valuable.  The 'V' is modern and crisp and more business oriented.  I'd like to see both logos used."

         Councilmember Roden voted against the motion.

 

CARVER COUNTY ATTORNEY MARK METZ

I LOVE TO BE IN COURT BUT THERE ARE OTHER NEEDS”

         Carver County Attorney Mark Metz attended the July 11th city council meeting in Victoria to introduce himself along with some of his staff including Chief Deputy Mike Wentzell, Executive Assistant Rhonda Betcher, and Law Office Manager John Rekow.

         "It's a pleasure to be here and I appreciate the invitation," said Mr. Metz.  "We're almost fully staffed in our office now.  We have 29 employees and 15 of them are attorneys.  We have seven divisions  ... Criminal, Civil, Juvenile, Law Office Administration ... "

         "Our highest priority is public safety," he said.  "We focus on trying to provide a safe community.  We advise the County Board.  For ten of the eleven cities in Carver County, we prosecute.  Right now we have two student attorneys who help give a hands-on approach to the cases.  I think our office offers a great value as well as expertise.
