*In May 2004 Victoria councilmem-bers were told that water revenue bonds to finance the water treatment plant, and also
$1.6 million in debt service, will total $9,475,000.

In June 2004 Victoria councilmembers received three-dimension-al visuals of the proposed water treatment plant/fire station expansion that gave per-spectives from all vantage points.  The architect is Dean Johnson with TKDA.

In October 2004 councilmembers awarded the contract for the combined project of water treatment plant and fire station addition to Borson Construction.

In February 2005 the mansard roof was torn off the Victoria Fire Station and construction began on the combined pro-ject .

In April 2005 the city's fourth well was drilled near Savanna Valley.  It deliv-ers 1,500 gallons per minute.

In January 2006 the water treatment plant was reported to be 75% completed.   *In April 2006 the water treatment plant became operational.

A huge production like Fire and Water costs a lot of money, but the $9.5 million is not coming from our taxpayer dollars.  Jylan Johnson, Finance Director for the City of Victoria, explains it this way ...
"The water treatment plant was funded by the sale of General Obligation Water Revenue Bonds totaling $9,500,000
- to be repaid over 20 years ...
"The annual payments of $600,000 (to the year 2012, after which the annual pay-ment increases to $830,000 per year) are paid from water core fees collected at the time a new home permit is issued, and WAC (water availability charges) fees collected from developers at the time of final plat ...
"Only in the rare instance that the city did not collect sufficient revenues to pay the annual debt, could the city levy the payment through taxes.  Prior to bonding, we demonstrated that the City of Victoria would collect sufficient CORE and WAC fees to repay the debt without having to levy taxes."

A huge production like Fire and Water involves a cast of hundreds that includes contractors, subcontractors, skilled and unskilled laborers, firefighters, inspectors, architects, landscapers, financiers, engin-eers, public works, planners, cartographers, decorators, technicians, instructors, consul-tants of all kinds, even attorneys to review and define legalities.
Foremost in getting the production off the ground are the Victoria City Council-members.  It doesn't happen without their approval.  They are the leaders represent-ing, speaking, and getting educated for the sake of Victoria citizens.  They carry the big stick.  The buck stops with them.
