*Council authorized the acquisition of easements to construct a cul de sac in the Bayview neighborhood.  Four resi-dents at Bayview have agreed to pay the $65,000 in order for the city to acquire the necessary easements.
*Planning Consultant Mark Kaltsas updated councilmembers on progress with the Downtown Master Plan.  "Essentially it'll be a graphic," he said on October 26th.  "It'll provide a guideline for moving for-ward based on your comments regarding parking and square footage of buildings.  I'm still working with a couple developers including the Creamery developer."
*The Swiss Mountain Homeowners Association donated five Autumn Blaze Maples to the Swiss Mountain Park.
*Council authorized the purchase of chairs and tables for one of the new rooms at the Water Treatment Plant at a cost of $2,400.  As for furnishing another room as requested, Mayor Bohn said, "I have a hard time outfitting a room that hardly gets used."
*The City of Victoria was not select-ed as a recipient of a trail grant from the Minnesota DNR.  The DNR received 53 applications with requests totaling over $5 million but only $655,000 to distribute.
*Councilmembers accepted a dona-tion of trees and lights donated by Peggy and Roman Roos to be displayed by the City of Victoria in memory of their son Jason.
*Jacob Love was hired for part time temporary employment with the Victoria Parks and Recreation Department.
*Councilmembers authorized the use of a city credit card by any city officer or employee authorized to make a purchase on behalf of the city.
*The Carver County Assessor's Of-ice increased the charge for property valu-ation services to the City of Victoria from $9.50 per property to $10 per residential valuation, $10.50 per agricultural valu-ation, and $11.50 per commer-cial/industrial valuation.  Total amount that the city budgeted for 2007 is $28,725.
*City of Victoria councilmembers will not relinquish to the county their role of hearing appeals from homeowners regarding assessed housing values.
*Neighbors of the new Water Treat-ment Plant have been complaining about the noise level generated by the plant.  TKDA is working on a solution including buffers, possibly construction of a wall.  Said City Engineer Cara Geheren on October 26th, "There is a general consensus among the neighbors, that it's difficult deciphering how successful the temporary wall is because windows are closed for the winter and water use is down.  Maybe we'll wait with the possibility of a permanent wall until next spring."
*Two spaces on Main Street Victoria will be limited to 15-minute parking, and two others will be limited to two-hour parking.
