More Nov. 2002 City Scoop

*Victoria's 18-month development moratorium ended on Saturday, October 12th.  Terry Hartman is proposing a new development west of Kelzer's Pond and Kirke-Lachen.
*On Friday morning, October 11th, massive amounts of concrete were poured for the floor of the ice arena at the Vic-toria Field House.
*Council will hold a special meeting on Wednesday, November 6th, at 5 p.m. to canvas election results.
*Since Thanksgiving falls on the fourth Thursday of November, the council meeting schedule has been tentatively rearranged to Wednesday, November 6th; Thursday, November 14th; and possibly Thursday, November 21st.
. *Council appointed the following people as election judges for the Novem-ber 2nd, 2002, general election:  Elizabeth Anderson, Janet Roth, Joan Geske, Mar-lene Kaufhold, RaNaye Miller, Irene Vogel, Margery Hanson, Marie Steinber-ger, Candace Souweine, Sheryl Gaida, Theresa Derhaag, Doris Schmieg, and Diane Schwalbe.
*Council approved the Kids Voting Proclamation, stating that the City of Vic-toria agrees to partner with participating public and parochial schools in the Kids Voting USA program.  To date, the pro-gram only affects the city's partnership with the Minnetonka School District.  Said Gary Delaney, "I proposed this.  It motivates parents to show up at the polls.  It's been a very successful program throughout the State of Minnesota."
*Council extended the contract with Jody Vlatkovich six months in order to put together a leadership committee and focus on top prospects for advertising revenue at the Victoria Field House.  He stated that such a campaign typically runs from 5 to 18 months and the process goes in peaks and valleys.  Since the last up-date, five more advertisers have signed on.
*Council approved the 2003 labor contract with AFSCME, which is the American Federation of State, County, and Municipal Employees.  City Adminis-trator Steve Sarvi said that, basically, the contract changes centered around addi-tional time off.  "We're looking to keep employees longer," he said.
*There's a small retention pond at Field Creek that is an eyesore and it also smells, according to nearby residents.  Dick Osgood will be consulted.
*Planner Mark Kaltsas received per-mission to make a grant application to assess the Sidco 4x4 property in downtown Victoria for environmental investigation so when the city takes ownership of the property in early 2003 it can immediately step into an action plan for development.  Council approved the resolution allowing the city to commit to 25% of matching funding.
*Regarding the Hartman and Ryder properties at Parkwood, councilmembers directed staff to stipulate that each of the two large parcels receives only one build-ing eligibility.  The lots will now each only receive one sewer assessment and cannot be subdivided in the future.
*Council unanimously approved the city purchase of Building Official Tom Gray's 1990 F150 pickup truck for $2,500 to meet needs of city staff.  Said Steve Sarvi, "This is a significant savings for us."
*Mayor Mary asked Tom Gray how he liked being a new resident of Victoria.  Replied Tom, "I like the commute."
