Mayor Mary recommended a cost analysis as to which would be better, to add onto the Fire Station or purchase the existing home.  Gary said it would cost $94 per square foot to add onto the Fire Station.
Anthrax issue.  Chief Sohns said he spoke with Scott Gerber, Carver Coun-ty's Emergency Risk Management Direc-tor, who would be glad to come to Vic-toria and give a powerpoint presentation to councilmembers about the various agencies that would be available to help the city in the event of an anthrax crisis. 
Mayor Mary suggested that such a presentation be coordinated with the Fire Department and be held at the Fire Sta-tion.
Gary also mentioned he is one of four Victoria firefighters trained to address the situation.  First task is to bring in the ex-pert, he said.

LOTS OF MEETINGS ON NOVEMBER 1ST
·The City of Victoria was finally able to purchase the two remaining parcels of property located across the street from the three acres (three homes) owned by the city on Stieger Lake Lane.  These proper-ties are deemed vital to beginning down-town redevelopment.  Negotiated pur-chase price of the two parcels is $140,000, which is within $2,000 of the appraised value.  Funds will be taken from the Com-munity Development Fund.  The city had to acquire the signatures of eight owners in order to close the deal.
·Finance Director Jylan Johnson was appointed to be acting city administrator when Steve Sarvi must be tending to his duties with the National Guard.
·Diane Schwalbe, who has worked, with praise for the last four years at Vic-toria City Offices, was officially appoint-ed to be the Victoria City Clerk.
·Council authorized the purchase of a used 1997 Stepp Tack Kettle from Stepp Manufacturing for a purchase price of $9,053 including tax and delivery.  This kettle is used to tack potholes before the blacktop.  The tack oil prevents water from seeping in the potholes and seals the layers of blacktop together.  If the tack oil method is not used, the ice and water will break down the blacktop, requiring addi-tional repairs.  In the past the city has borrowed the tack oil kettle from other cities, but there have been problems with scheduling.
·Councilmembers accepted the for-mal resignation of Boyd Bailey, engineer-ing project coordinator for the City of Victoria, effective October 19th, 2001.
·Councilmember Jerry Bohn reported he received complaints from someone in the press about not hearing in advance of some city council meetings and work-shops.  He said there seem to be times when notifying the press has been "falling through the cracks."  He said that in this day and age, it should be possible to do more than post a notice on the outside of the City Hall building on Rose Street.  Council agreed that from now on, e-mails will be sent, calls will be made, and public meetings will be posted on the city's website.  (Thank you, city folks.)
·Timothy and Lisa Braff received ap-proval for a minor subdivision and vari-ance to permit a single family lot to have a width of 85' and a minimum area of 17,536 square feet for property located at Minnewashta Parkway.  Lot size will be consistent with other lots around it.
·With the resignation of Craig Eggers from the Lake Minnetonka Conservation District, the City of Victoria is seeking another representative to that Board.
·As it has done for the past several years, Council approved the 2002 Joint Powers Agreement Prosecution Contract with the Carver County Attorney's office for prosecution services.
·Council has scheduled a workshop  on Thursday, November 1st, at 3 p.m. to review a presentation and spreadsheet from the Springsted firm on  the city's Capital Improvement Plans.
·Because of Thanksgiving Day, the regular "fourth Thursday" meeting is rescheduled to Thursday, Nov. 29th
·Council will hold a closed meeting on November 1st to work on labor union contracts.
·Council will tour Marsh Lake Hunt-ing Preserve with Terry Hartman on Friday, November 2nd, from 8 to 10 a.m.  The property is part of the city's South Side Study.  There will be council discus-sion after the tour.
·Lundgren Brothers Construction re-ceived approval of a development sign to be located at the northwest corner of Tristan Drive and Minnewashta Parkway in Victoria.  The Planning Commission had recommended approval based on several conditions and concerns about glare from the lighting, sign maintenance, landscaping, and advertising of the name Lundgren Brothers on the sign.  The sign was approved.  The homeowners associ-ation will maintain the sign.  It will not exceed 24 square feet of display area.  It meets requirements of the city ordinance.
