GREEN BELT OR HIGH DENSITY BELT?
*Councilmembers discussed at length on April 13th the two subdivisions being proposed by Chaska for the Greenbelt area adjacent to the City of Victoria.  One of the subdivisions contains 650 units to be located between Bavaria Road and McKnight Road.  As Administrator Dave Urbia said, "This will have a lot of impact to Victoria.  Council took no action.  The developer was there.  There is concern.  Victoria requires that their access road match up with the intersection of Deer Run Drive and County Road 11."
*The Minnehaha Creek Watershed District Board of Managers held its April 20th meeting at Victoria City  Hall to hear comment and rule on three alternatives to replace a culvert between Lake Virginia and Lake Minnetonka.  According to Renae Clark, MCWD, it was the action of the MWCD Board of Managers to approve the option that does not increase the navigability of the channel.
*Council approved moving the equip-ment shed from Diethelm Park to Lions Park.  "Holy Family Catholic High School and the Victoria Vics have now dedicated their time and play to the Lions Park base-ball field," according to Kirsty Mock, Victoria Parks & Recreation Supervisor.  "With Diethelm Park not being a lit field, these two groups have chosen to dedicate themselves to Lions Park in order to host their night games.  They have completely revamped this field and continually work to keep this field in the best possible condition."
*Councilmembers accepted donations from various groups for Victoria's up-coming Concerts in the Park series, in-cluding the anonymous $1,000 gift from the U.S. Charitable Gift Trust, $175 from Beef O'Brady Family Sports Pub in Waconia, $175 from School of the Wise in Victoria, and $100 from Victoria Rose Floral.
*Councilmembers accepted multiple agreements regarding the Concerts in the Park series including a Scholarship Agreement for people making charitable donations, a Performance Agreement for entertainment and musicians, a Food Ven-dor Agreement for those wishing to parti-cipate with food.
*Councilmembers approved hiring three new people for employment with the Victoria Fire Department:  Tony Doller-schell, Mike Coumbe, and Joe Forrer.  According to Victoria City Administrator Dave Urbia, "They are a department of the city.  I changed the process.  This is the proper process.  Firefighters are cov-ered by worker's compensation.  They are paid for on-call time and some training."
*Councilmembers approved the con-struction plans and specifications and ordered advertisement for bids for the 2006 street and utility improvements.  Slated for reconstruction this year:  Part of 77th Street, part of Lilac Street, the Bay-view neighborhood, part of 80th Street, part of Hyacinth Street and Hyacinth Circle.  New watermain will also be con-structed at Hyacinth Street and Circle.  According to Dave Urbia, construction should begin some time in June.
*Councilmembers approved the con-struction plans and specifications and or-dered advertisement for bids for Sanitary Lift Station #15 and connecting forcemain and trunk watermain improvements.  The project will probably be awarded in May.
*Councilmembers accepted bids and awarded a contract for 2006 sealcoating to Allied Blacktop Company in the amount of $86, 942.
*Councilmembers approved a 20% match of funds should the Victoria Fire Department receive a FEMA grant for the purchase of a Jaws of Life, which cost $50,985.  The 20% match from the City of Victoria would therefore be $10,197.
*Councilmembers approved a Water Obstacle Permit for the Schutz Lake Skiers Association for the summer of 2006 to operate and maintain a submer-sible slalom ski course on Schutz Lake.
*Councilmembers approved a dona-tion of $500 from Community Living and $100 from HEI to the Victoria Fire De-partment.
*Councilmembers approved an agree-ment with Carver County whereby $4,684 will be allocated to the City of Victoria for composting, a coupon program at the Environmental Center, education, and waste containers for city parks.
*Councilmembers approved the ex-penditure of $8,377 toward fencing costs at the softball and baseball fields at the Victoria Elementary School.  District 112  Youth Baseball Association will contri-bute the other half.  Mayor Bohn thanked the Association for making this improve-ment.  The fields are scheduled for use in city programs this summer.  This is part of the Use Agreement between the City of Victoria and School District 112.
*Councilmembers approved the final plat for Rhapsody 2nd Addition, a 65-lot single family subdivision second phase of an eventual 98-lot subdivision.  Total site is 35 acres.  Lyman Properties is the de-veloper.  Potential buyers will be notified that the new Public Works facility for the City of Victoria will be located adjacent to their property at County Road 43 and Tellers Road.
*Councilmembers referred a request for large equipment purchases from the Victoria Public Works Department to the Finance Committee for review and com-ment.
*Councilmembers referred a request for the addition of a fulltime building in-spector to the Personnel Committee for re-view and comment.
*Councilmembers approved the hir-ing of Wendy Gasca for part time employ-ment at the Victoria Field House for front desk and daycare work.
*Councilmembers approved the hir-ing of two part time summer employees, Benjamin DeMaris and Dayna Peterson, to work within the Parks and Rec Dept.
*Councilmembers approved a license agreement with Nina Salveson for a Sport Plus Bootcamp to be held inside the Vic-toria Field House this summer.
*Councilmembers received informa-tion that the Victoria Senior Commission continues to gather facts on the aging pop-ulation in Carver County and education themselves on available resources.
