About snowplowing he said, "We'd like to be start at 3 a.m. and get all the streets done by morning and we're finding we can't do that."  Pickup trucks with plow attachments are projected to cost $40,000 in 2003, 2005, and 2007.
Administrator Sarvi said, "I think you're going to need another truck in addition to what you've got here.  We need the capability to do more snow, quicker ... As for the backhoe, we need the smaller piece of equipment for smaller jobs, especially with our nurp pond main-tenance.  It would have dual use for watermain repair and moving sand in the winter."
Asked the mayor, "What would you rather have -- a new snowplow or a new backhoe?  We're getting to the point where when we buy things we've got to raise taxes.  There are many bad scenarios out there."
He asked for specific numbers.  "Tell us what the annual payments are going to be on bonds and equipment certificates.  Put something together so we can see the magnitude of our problem."
City councilmembers and staff will reconvene at a future date to hone the Five-Year Capital Improvement Plan.  Said the mayor, "This is a huge project."

LOTS OF APPROVALS AND APPOINTMENTS
*Erik Jacoby was appointed to be the city's representative on the Board of the Lake Minnetonka Cable Commission for the remainder of 2003.
*Pete Nelson was appointed to be the city's representative on the Board of the Lake Minnetonka Conservation District for the remainder of 2003.
*Stable permits were renewed for Dianna Thomson, Bavaria Road; Dale McCall, Bavaria Road; Victoria Interran-te, Kings Road; and Anthony Hickl, Pipe-wood Curve.
*Public Works Superintendent Bruce Osborn gave an update on downtown de-velopment May 22nd.  He reported that milling was done on May 20th, tree clear-ing is underway, utilities near the Victoria House and Victoria Antiques will be buried underground beginning May 27th, and there will be short water shutdowns on the very early mornings of May 27th and 28th, each time for approximately four to six hours.  Those businesses affected by the water shutoff are the Victoria House, Schmitty's, Drs. Dungey and Regnier, and the Creamery Building.  Water should be back by 10 a.m., he said.
*Lawrence and Sylvia Gubbe re-ceived permission for a minor subdivision of their property located at Hyacinth Circle and Bavaria Road.  It creates two new lots and adjusts the Gubbe's own lot line.  The Planning Commission had rec-ommended approval.
*Tom Johnson received a front and sideyard setback variance that allows for the construction of an addition onto their existing home at Foxglove Circle.  Said he, "The hardship is the one-car garage.  This is the only way I can build onto the house and have the least impact on the area as possible."
*Lisa Krause, the city's newly hired planner assistant to Mark Kaltsas, was given permission to attend a workshop offered through the University of Wiscon-sin-Madison for hands-on training that focuses on Land and Geographic Informa-tion Systems. 
*Tom Diethelm received permission for a minor subdivision, including a vari-ance, to permit a single family lot of 14,899 square feet rather than the 17,500 square feet required by ordinance.  Said Planner Mark Kaltsas, "It's a large parcel compared to neighboring parcels.  The subdivision will maintain the lot with the house, and create a second lot. They'll be moving the detached garage off the property.  The Planning Commission rec-ommended approval, understanding this would set a precedent for other older areas of Victoria."  The property is located across from the fire station on 80th Street.
*Councilmembers authorized the payment of $3,500 to Superior Trees for tree spade work completed at Diethelm Park.
*Councilmembers approved advertis-ing agreements for dasher boards at the ice arena of the Victoria Field House for Rick and Lois Plocher of Floyd's Bar in Victoria, Mortgages West, and Lenzen Chevrolet Buick.  Because of good sales and good views of the arena from all per-spectives, there will be no discount for any of the dasher boards.
*Councilmembers approved a pay-ment of $118,867 to Carver County as the city's final and total share of construction costs for County Road #18.
*As part of the downtown street and utility improvement project, the City of Victoria will construct, operate, and main-tain sidewalks, street lighting, and land-scaping improvements within the State of MN's right of way along the north side of Hwy 5 from Quamoclit Street to Rose Street ... and submit the resolution to the MN Dept. of Transportation.
*Council will schedule a workshop to bring new councilmembers up to speed on proposed water system capital improve-ments to be initiated in 2003 and 2004.  Mayor Bohn asked the city engineer for costs as related to the scope of the projects as well as costs for doing the feasibility of the project.  Proposed improvements cen-ter on a new well and treatment system.
*Council approved the application of an on-sale and Sunday liquor license, and off-sale intoxicating liquor license through June 30th, 2003, for the establish-ment of Schmitty's Tavern being pur-chased by Craig Glynn, contingent upon the approval of the Carver County Sheriff and the Alcohol and Gambling Enforce-ment Division of Minnesota.
*Council approved a condition permit to allow the construction of a seasonal shade structure at Nature's Bounty Garden and Gift Center.
