*Ann Antonsen of Labor Relations Associates, Inc., gave an update on the personnel project being conducted for the City of Victoria. She is preparing a new performance evaluation form and new performance pay program and looking at benefits and payments to city employees. She is doing a survey of benefits com-pared to other cities, using 2005 data. She will be establishing goals for every em-ployee in the City of Victoria with the assistance of the city administrator. *Council approved the request of Julie Tibbles of Victoria to construct a pool house/detached garage greater than 900 square feet in size on her 3-acre property at Parkview Lane. A fence will be constructed for safety, according to the city's ordinance. *Council tabled a request to purchase a $5,265 lift for use at the Victoria Field House while Tammy prepares cost justifi-cation. The lift would be used for chang-ing lightbulbs, washing the high windows, putting up or maintaining scoreboards and perhaps other jobs that are currently con-tracted out. *Council tabled approval of a Use Agreement between the City of Victoria and Holy Family Catholic High School regarding the tennis courts on the school's property for which the city paid half of the construction cost. Steve Sarvi volun-teered to negotiate the agreement. *Council approved the use of Diet-helm Park Soccer Fields for the River Cities Challenge Cup to be held June 16 to 19. Discussion with the Chanhassen and Soccer Clubs about appropriate fees for field rental are in progress. Tammy said 60 teams will be in Victoria. Stated the mayor, "This will be an opportunity to show off the Field House." *Carver County Ducks Unlimited received permission to conduct a raffle fundraiser at the Victoria Field House to raise money for waterfowl and wetland conservation. *Refuse haulers' licenses in the City of Victoria were approved for BFI, Dick's Sanitation, Franck's, Tidy Disposal, and Waste Management. Victoria's fees are low. They will be reviewed this fall for a likely increase in 2006. *Victoria Councilmembers will hold a goal setting workshop on Saturday, Feb-ruary 19th, from 8 a.m. to 12 noon, maybe at the MN Landscape Arboretum. *Stated Town Cop Mike Kerber at the first city council meeting of the year, "I believe we've got a good working rela-tionship established already. I'm dealing with some issues at Lions Park. There are some traffic problems that arise in early morning when kids are coming to the [Holy Family] high school. My goal is to get hold of all the businesses in town so they know I'm available to them. Steve [Sarvi] has been very helpful." Stated Mayor Bohn, "You've also said you'd be available for homeowner association meetings." Replied Officer Kerber, "I do want to make myself available." *Council approved the date of Thurs-day, April 14th, 2005, at 6 p.m. for the annual Board of Appeal and Equalization meeting for the City of Victoria. This meeting provides residents an opportunity to appeal the assessed value of their homes.
