"I think there's an inherent flaw in the system," continued Mayor Bohn.  "It seems grossly unfair.  We're punishing commercial for all the residential we have."
The city engineer suggested, if the city is interested in changing water rates, that they wait until the Comprehensive Water Plan is completed.  "You're going to have to update your water rates within the year.  You'll need all the phases of information."
Replied Mayor Bohn, "I'd like to have a plan and address it now, not $3,000 down the road.  Maybe we can do a temporary change."  In twelve months time, Waterbrooke is out $3,000 under the current policy.
Councilmember Mary Thun said, "I think we should also look at the other end
- those who use a lot of water, who use more than what they pay for.  Some are paying too much, some not enough."

LAKE AUBURN PROPERTY TO GET CLEARED OUT

*Councilmembers awarded the bid for demolition of the existing city-owned building on Lake Auburn (the former Home for the Aged/Step Group Home) to low bidder, Minnesota Specialized Exca-ating and Trucking of Watertown in the amount not to exceed $46,830. 
*Councilmembers accepted the offer from MJ Neisen Asphalt of Arlington to pay the city $500 for a home on the city-owned Lake Auburn property, to be moved out.
*Councilmembers agreed to snow-plow Green Crest Drive, a public right of way midst 29 townhomes overlooking the Deer Run Golf Course.  City Attorney Mike North said the developer's agree-ment indicates the homeowners are re-sponsible for snow removal, but the 1989 plat indicates it's a public road.
*Councilmembers hired Gary Groen, CPA, to provide accounting services to help finish several year-end city projects at a cost not expected to exceed $3,000.
*Councilmembers approved the re-quest by K. Hovnanian Homes for a final plat for Gallery 2nd Addition for the replat of a property at Gallery Court to create access to a newly created lot.
*Councilmembers accepted a one-year vending proposal for the Field House that provides the opportunity to have near-ly 300 product lines available when the concession operation is not open.
*Councilmembers approved the certi-fication of delinquent sewer and water bills for collection with the property taxes.  Certification fee is $25/property.
*Councilmembers authorized TKDA to complete a Water Appropriation Re-quest and Water Emergency and Conser-vation Plan for a fee not to exceed $9,900.  Engineer Cara Geheren said the plan needs to be updated because of new city wells.
*Councilmembers authorized TKDA to complete the Wellhead Protection Plan, Phase II, at a cost not to exceed $19,800.  "It's another mandate," said Cara, to pre-vent drinking water from becoming pol-luted.  The cost includes "meetings, col-lection and review of data, draft report, reviews, discussions, strategies, action plans, contingencies, submittals, presenta-tions, copies of the report."
*Councilmembers held a first reading of the sign ordinance, to include language related to 15-minute and two-hour parking spaces in downtown Victoria.
*Councilmembers thanked City Clerk Jennifer Kretsch for her excellent work during the election process.
*In regard to a possible partnership to operate the Victoria Field House, Kim Roden said, "Mary [Thun] and I have taken that project with vigor.  There's a genuine interest to partner with the City of Victoria.  So far there's a lot of interest in working with us, from a variety of people."
