NOTERMANN'S ON VICTORIA MAP CONVERTING APARTMENTS TO OFFICE SPACE
Matt Crowe of CEI Ventures Ltd received approval from Victoria City Councilmembers July 13th to change the second floor of the Notermann Building in downtown Victoria from apartment use to office use. Street level will also be office or retail use. As new owner of the Notermann Building, Mr. Crowe will be adding three more parking spaces to his property by demolishing a brick garage, bringing the total number of available parking spaces on the property to 32. According to city ordinance, however, the applicant is required to provide 36 onsite parking spaces. In order for the Notermann Building to provide even the 32 stalls, the City of Victoria would need to give up several of its currently leased parking spaces next to city offices. That "parking lot" next to city offices, in back of the Notermann Building, belongs, in fact, to the Notermann property. The city says its needs 12 parking spaces. If the applicant is required to pro-vide 36 stalls, a total of 48 is therefore needed between the Notermann Building and Victoria City Offices. "I'm not here to kick the city out," said Mr. Crowe. It was pointed out that a "quick analysis" by City Planning Consultant Mark Kaltsas determined that under a proposed new policy, the Notermann Building would only need to provide 28 paring spaces. The proposed new policy would not include hallways and bath-room space as part of the square footage upon which parking spaces are tallied. Mayor Jerry Bohn also pointed out, "I think there's a lot going on here, and the person short of parking space is really City Hall. It's our problem." Councilmember Mary Thun asked that city staff work on the problem in a manner that would minimally relax standards for Matt Crowe and the Notermann Building. Stated Councilmember Richard Tieden, "I'm not sure about all of this. Floyd's was just in here with not enough parking spaces. I'm concerned about consistency." Matt Crowe pointed out that the Kid Talk Building and the Clock Tower Build-ing provide no onsite parking stalls. Councilmembers approved a lease agreement between the City of Victoria and Matt Crowe for parking space behind the Notermann Building and next to City Hall. The city will pay an annual rent of $2,400 for this property. Either party may terminate the agreement at any time during the term of this lease upon 30 days prior written notice.

*Southwest Metro Transit is cutting back on service in Victoria and other communities including Chaska and Chan-hassen. Stated Mayor Bohn, "Subsidies aren't there. The cost of fuel is going through the roof." *Richard and Lisa Niven of Victoria donated $50 to the Victoria Fire Depart-ment in gratitude for excellent services received. *The following residents were ap-pointed as election judges for the Septem-ber 12th primary election and the Novem-ber 7th general election: Carol Schmidt, Gary Bailey, Charles Schmidt, RaNaye Miller, Judith Hassig, Richard Harker, Rosean Harker, Ronald Allen, Mary Had-away, Wendy Amundsen, Peter Bren, Joyce Heiland, Joan Leonard, Joan Geske, Doris Schmieg, Liz Anderson, Frayne Seeley, Candace Souveine, Marie Stein-berger, David Boorsma, Joseph Carroll, Judith Witt, Linda McNulty, Sandra Dahl, Donald Dahl, Jean Klukas, Janet Roth, Linda Aaberg, Joseph Forrer, and Deborah Price. Elections judges are paid $7.50 per hour; head and chair election judges are paid $8.50 per hour. *Through a Joint Powers Agreement, the Carver County Auditor will act as the Absentee Ballot Board for the City of Victoria. It was a highlight for us." *There is a question about whether Green Crest Drive is a public or a private street and will the city snowplow it. The issue will be on a forthcoming council agenda. *Council approved plans and specifi-cations and ordered advertisement for bids for the Wintergreen area drain tile im-provements.
