MADELYN CREEK IS APPROVED
120 NEW TOWNHOMES FOR VICTORIA
Council unanimously approved a new subdivision March 23rd called Madelyn Creek.  The property was formerly owned by Madelyn Fink Schalow, currently a resident of Waconia.  There is a winding creek that runs through the middle of it.
The 26 acres are located in the southwest quadrant at the intersection of Highway 5 and Bavaria Road, and reaches south to 78th Street, next to the Pete and Irene Kerber residence.
The new development was requested by K & K Communities.  The K's stand for Kerber and Klingelhutz.
City Planner Eric Zweber stated the proposal includes 25 buildings in a multi-family development for 120 units.  Seven of the buildings will be twinhomes (14 units), while eighteen are townhomes in multiples of 5 or 6 units for 106 units.
Eric said that each unit will have a two-car garage plus two off-street parking spots.
Stated developer Brad Kerber, "I feel we've all come a long way over the year.  I think we've got a product today that Victoria really needs.  Right now there is no place for a college kid who's coming back home, or for empty nesters."
Brad said the price on the townhomes will be in the lower $200,000's while the price on the twinhomes will be in the mid $300,000's.  He said there will be 1,600 square feet of finished space in the town-homes.  They will be appealing from the curb with varied products used for siding and different color schemes as well.
Three of the units will be dedicated to the Victoria land trust, helping to make them more affordable.  Said Planner Zweber,  "The Planning Commission was impressed with the developer's willing-ness to work with us on getting affordable lots.  A lot here is essentially a unit."
The developer will pay a required Water Core Charge of $360,000, provide 2.67 acres plus $207,126 in parkland dedi-cation, pay $79,950 for the recreational facility fee, and thousands of others dollars for thousands of other things.


GYM CLASSES FOR PRESCHOOLERS

Kristy Mock, Victoria Parks and Rec Supervisor, received approval from coun-cilmembers on March 9th to purchase gymnastics equipment in the amount of $1,830.
"We need to purchase equipment for a gymnastics program," said Kristy.  "It could be used in other classes that we have.  I want to keep this a continuing program, and maybe eventually move to older kids and more equipment."
The new program at the Victoria Field House will run year round for child-ren ages 3 to 7.  The summer session runs from June 6th to July 18th.  The program improves motor skills, strength, flexibili-ty, and coordination while promoting a positive, fun, and safe environment. 
"The equipment would be paid off within the year," said Kristy.  Charges for participation in the preschool classes range from $45 to $84 per student per session.   The teacher receives 65% of the registration fee.
In response to a question about city liability, she stated, "Parents sign a waiver for any program that we have."

NEW VICTORIA CHURCH UNDERWAY
HOPING FOR OCCUPANCY THIS SUMMER
Waterbrooke Fellowship will be con-structing a parking lot at their new church site on County Road 43 in the location originally designed for the parking lot.  It will be large and meet all city standards except it will not receive asphalt imme-diately.
The City of Victoria had granted a variance last year, allowing Waterbrooke to build a smaller temporary parking lot, but this was not agreeable to the Minne-haha Creek Watershed District.  The church is located on the shores of Lake Wasserman and there are strict guidelines for shoreland construction.
The Victoria Planning Commission recommended approval of a variance that allows a gravel instead of asphalt surface for two summers.  Stated City Planner Eric Zweber on March 9th, "Construction of a city lift station and forcemain is occurring in that area at the same time, which would damage their property."
Stated Pastor Bill Bonner, "In the long run this is a better solution.  In the short term it is more expensive for us.  We'll have to do substantial grading for the new parking lot so it becomes $30,000 instead of $5,000."
Pastor Bonner said that interior work on the church is being started at this time and a June 15th occupancy is still planned.  "We'll be having a grand opening and you'll all be invited."
In response to questions from the council, he said the church currently includes about 25 families.
