ORGANIZING VICTORIA GOVERNMENT

WITH CITY APPOINTMENTS FOR THE NEW YEAR

         As City Councilmembers do on an annual basis at the beginning of each calendar year, they accepted on January 10th liaison positions and ex-officio memberships to the various committees and commissions that make up Victoria City Government. 

         The following appointments were made as required by statute, ordinance, or bylaws.

         Acting Mayor:  Tom O’Connor.

         Economic Development Authority:  President Mary Thun (mayor), Executive Director Don Uram (city administrator), Commissioners Jim Crowley, Tom O’Connor, Kim Roden, Tom Strigel (councilmembers).

         Fire Relief Association:  Mayor Thun, Administrator Don Uram, Fire Chief Tim Walsh.

         Lake Minnetonka Cable Communications Commission:  Councilmember Jim Crowley.

         Park and Recreation Committee:  Councilmember Kim Roden.

         Planning Commission: Councilmember Jim Crowley.

         The following appointments are not required by statute, ordinance, or bylaws, but are particular to the City of Victoria.

         Business Development Committee:  Councilmember Tom O’Connor.

         Finance Committee: Mayor Thun, Finance Director Jylan Johnson, Administrator Don Uram, Councilmember Tom Strigel.

         Personnel Committee: Mayor Thun, Administrator Don Uram, Councilmember Tom O’Connor.

         Senior Commission: Mayor Thun.

         ACCEL:  A rotating schedule of all five city councilmembers to the Association of Carver County Elected Officials.

SCHEDULING VICTORIA WORKSHOPS

PIGGYBACKING TO PREVENT BLOVIATING

         Council discussed the best way to hold workshops (versus council meetings) in the New Year and decided they will probably be held in the future at 5:30 p.m. on the second Mondays of the month, just prior to the regularly scheduled city council meetings. 

         They also agreed that if a one-hour segment of time isn’t enough to complete the workshop, it can be continued after the council meeting is adjourned that evening.

         Administrator Don Uram had stated, “There are many items that staff works on that we would like more council input on, to discuss different characteristics of a project and to have a more in-depth conversation.”  He also asked councilmembers to review what type of topics they would like to see covered in a workshop setting.

         Councilmember Kim Roden, who was 20 minutes late for this January 10th city council meeting because of snow, ice, and road conditions coming home from work, stated, “I’d rather not have a meeting at 5:30 p.m.  It took me 90 minutes to drive 30 miles tonight.”  She added, however, “I can be flexible.”

         Mayor Mary Thun preferred that workshops and council meetings be held on the same night, realizing that could make for a long evening, however.

         Councilmember Tom O’Connor liked the idea of setting a 5:30 to 6:30 p.m. workshop prior to a council meeting.  “We run the risk of bloviating if not piggybacking the two, and it keeps us from another night of meetings.” 

         Stated Administrator Uram, “Workshops should not last more than an hour.”
