VICTORIA’S FIRST CITY MANAGER

DON URAM ACCEPTS THE POSITION AND TITLE

         Council voted 4-0 (Jim Crowley was absent) on November 26th to adopt a resolution that directed the implementation of the Council-Manager form of city government effective December 1st, 2012.

         Said Mayor-elect Tom O'Connor, "I make the motion with much joy."

         Said Mayor Mary Thun, "This is with the voters' request."  On Election Tuesday, November 6th, residents of Victoria voted on the question:         Should Victoria be governed by a City Manager form of government rather than the current City Administrator Form of Government?  Those voting YES numbered 2,054.  Those voting NO numbered 1,712.

         After the successful motion to adopt the Manager form of city government, Council needed to appoint a City Manager.  Said City Administrator Don Uram, "I would prefer that job and I ask for that job, to be the first City Manager of the City of Victoria."

         Said Mayor Thun, "We're glad you're going to accept the job."

         "It's a little over 4 1/2 years ago that the city council appointed me [city administrator]," said Mr. Uram.  "I said then that the future of Victoria was as bright as any in the metropolitan area.  I look forward to continued support from the city council.  Thank you for your continued confidence."

         Added Mayor Thun, who will conduct her final Victoria City Council meeting on December 10th, after serving 10 years on the council -- 8 of them as mayor, "We were all very excited to go forward with you.  You can get your new business cards now."

 

 

VICTORIA PURCHASES GENERATOR

TO SAVE ENERGY EXPENSE AT RECREATION CENTER

         Council approved the purchase of a generator for the Victoria Recreation Center at a cost of $249,252 plus tax for a total cost of $266,388. 

         Minnesota Valley Electric offered the city a $50,000 incentive to purchase a generator if the city agrees to participate in a peak shaving program, reducing the price to $216,388.

         Equipment in the Recreation Center requires a large amount of power.  Annual expenditure for energy is nearly $170,000.  The generator is expected to generate a net savings of $40,000 annually, which means a payback in less than five years.

         Ann Mahnke, Victoria Public Works Director, said this is a joint endeavor with the School District 112.  Ann said the generator measures 20' by 7' by 7' and will be located in the northwest corner of the Rec Center.  "It is enclosed in a steel structure," she said.  "Noise close to the generator would be loud.  The closest home is 495 feet away from the generator.  Noise would be very minimal out at that property line.  Sometimes it will run only 10 hours in a month or maybe 100 hours in a year."

         Asked Mayor Mary Thun, "When would it be installed?"

         Replied Ann, "We would have it on site by the end of this year."
